Hi,
I have a commissar who holds a sword and a power fist.
He also has a holster though.
I'm wondering if I am allowed to have it so that he has a bolt pistol (in the holster) and a power fist; and his sword is merely ceremonial or for show?
I know I'm allowed to do it in small games just wondering if tournaments would accept it. It would make no sense to replace my bolt pistol with a power fist to have a close combat weapon and power fist. It would be the same in close combat only not being able to shoot at all. (I dread to think of how he will carry out his executions!!!)

Most people don't care about small things like that, even in tournament scenes. A holster is WSYIWYG for a bolt pistol, in my mind. Also, if the model is a GW model with no modifications, no one is going to say anything.
People start getting testy when you tell them that all your flamers are meltaguns and that your Mcdonald's boxes are Rhinos.

The one far right? Yeah, he is one of my favorite commissars too. Basically what Puma said, most people will not care especially if it is unmodified from GW.
The pistol int he holster can be any pistol youd like. And IMO you have a choice between the power fist and CW/PW.

I believe he means the one on the far left. You are fine though.
The new straken model doesn't have a plasma pistol anywhere on him but yet it still is in his unit profile.

The one on the far right ISN'T a commissar. The one on the left is.
The one on the right is one of the models from Shaeffer's Last Chancers. A penal unit from an older IG codex.

They are not Forgeworld. 
The left one is the very Commissar model we have been talking about all thread. I removed the powerfist and added heads from Pig Iron.

Wow that's a really good conversion on the commissar then. I just looked and the power fist goes all the way up to the jacket. Awesome paint job as well!

I used a Dremel to remove the Power Fist. With a small drill-bit it was surprisingly easy.
