I really can't decide between Pedro Kantor and Vulcan He'stan for my HQ choice.
I'm fielding an army with many sternguard and many melta and flamer weapons, so they are both a good choice.
It all comes to down to whether having extra scoring units is better than having twin-linked for the vast majority of my special weapons.
What are your thoughts?

Really not a contest. Vulkan is better. If your sternguard are taking combi-meltas, then he's way way better. You still have to take a minimum of 2 troops choices, so you aren't losing much by dropping kantor, but you are picking up twin-linked weapons across the entire army. Remember, you only have to control 1 objective to win a game, and with combat squads you should have minimum of 4 scoring units in a Vulkan army just by combat squads.

Let me see... twin link all my anti-tank weapons and pick up re-rolls to wound on all my flamers and re-rolls to hit with my thunder hammers? or gain "scoring" status on one unit that will be in the thick of the battle?

Kantor also acts as a chapter banner and adds some punch (no pun intended) to a unit, as well as orbital bombardment and army stubborn. That said, I still think vulcan is better, but I prefer Kantor for a fun army.

Reality is a nice place to visit, but I'd hate to live there.

You use Kantor as a buffer and supporter. If you plan on playing as synergistically as possible, you use him.

You use Vulkan as a powerhouse. If you plan on everything in your army being able to handle it's own, you use Vulkan.

Both can perform extremely well in CC, but in completely different ways as described above. Vulkan can lead a squad into CC attacking damn near by himself. Kantor can buff a squad heading into CC with his +1A aura.

Yeah, I like Kantor more, but not with Sternguard. I actually think Sternguard dont work well with Kantor to be honest.

Kantor's attack bubble works well with scouts and tactical marines getting into combat to boost the squad's fist effectiveness. In addition, he helps terminators become superstars when also combined with a null zone librarian. In combat himself, he works great dealing with small squads that dont have a fist. Pedro's gun and bombardment are also amazing in certian matchups, as is stubborn.

Vulkan, on the other hand, makes your shooting more reliable, and makes your THSS termies almost as good as Pedro's termies. Vulkan is better because he writes his own list, and everything he buffs is already great to begin with.

Vulkan falls short in that while he makes your great units even better, he adds nothing new to your force. For example, versus weaken resolve or fear the darkness, Vulkan offers no protection but Kantor does. Versus CC units, Vulkan gets about 1 more wound in compared to Kantor, but not with instant death to t4, and both still die to their first failed invuln save. Vulkan's heavy flamer is nice, but you already have flamers in your army, while Kantor gives you a s10 ap1 ordinance attack.

So in the end, Kantor works with a wider variaty of units and provides some metagame specific benefits from stubborn. Kantor's cc buff works on regular termies, THSS termies, LC termies, powerfist sarges, venerable dreads, ect ect. Vulkan's cc buff only works on THSS termies and TH vet sarges. Vulkan twin links melta weapons, but melta weapons in Pedro's list still hit 66% of the time--12 melta guns in Pedro's list are equal to 9 in Vulkan's list, which is nice but not a huge increase.
