What it says in the title. Right now I'm using 1:48 Tamiya sandbags from their obstacles kit, which also has some nicely sized and proportioned anti-tank obstacles, but paying over €15,00 for a pile of them seems a bit much. Do you lot know of any other companies out there that do cheap sandbags sets that have lots pieces in them?
Sure there's greenstuff, milliput or whatever, but I'm not a sculptor nor do I have the patience to crank out a bajillion bags.

I've bought the same ones, but in a pure sand bag kit off eBay, they were the lowest cost option I could find, although *perhaps* you could mold or cast your own cheaper.

Make them out of air drying clay (DAS). A block is what? Around $10. It makes about a squillion sandbags (takes about that long, too).
Make a sausage of the stuff and flatten it out somewhat. Either crimp it every 'so' far or cut the little sandbag pieces out. Stack them and wash with PVA and sit aside to let them dry (couple of days should do it). Then paint.
It's what I did back in the day and how I'm teaching the noobs in my club how to make them.

I'm with everyone else, make them. Much cheaper and don't have to be from greenstuff - i made mine out of standard modelling clay (see my imperial guard dio - must get back to it one of these days...)
