Secondly, you really do need more Troops to win. The Tactical Marines are the heavy lifters in my Dark Angels army, they carry the game while my Deathwing and Ravenwing scare the other guy.
As far as specifics to the list go, drop the Sternguard entirely. They're shiny and everything, but their longest-ranged guns are 24" and they have to walk to get to the enemy. A reasonably-intelligent opponent will drop a battle cannon shell or a couple of plasma blasts into the unit and wipe them out before they do anything. You can probably just do a bit of switching out of miniatures to make them into another Tactical squad.
Vanilla Space Marines don't dabble in bikes very well. A 100-pt meltagun-toting unit of three guys who are barely tougher than standard Marines may look shiny on paper, but it's not going to stop anything that a 60-pt multi-melta Land Speeder wouldn't while being rather less impervious to small-arms fire (it takes about half again as many bolter shots to remove the Land Speeder's gun as it does to kill all three bikes on average) and lacking the skimmers moving fast save (not factored into the calculations). If you're going to use bikes, you're better off taking a bike-mounted captain and using them as Troops (bikes match up a little more favorably with Tactical Marines than Land Speeders), in which case you can still use Land Speeders for support.
If you really like Sternguard, they're a good place to put 5-man Razorback-mounted squads once you've got enough Troops; for the Terminators, either get a Land Raider for transportation or put some teleport homers on other units. Also, get a Predator; they're absurdly cheap for what they can do to infantry and light vehicles.
