i am making an ork army with lots of conversions in it. I was thinking of making it a freebooter army. Making the pirate hats out of green stuff. Is there any special rules for freebooters or are they just normal orks with conversions?

i played with world eaters, won 32 games lost 4.

Freebooters are just Orks. The only difference is that they don't belong to one of the other well-known clans. They don't have any special rules anymore than the Blood Axes or Evil Suns.

I suppose you could just field a lot of flash gitz and have capt Badrukk.
Unfortunately, flash gitz are a bit crap.

Freebooter Pirates - the most common form of Freebooters, akin to a mob of Ork Boyz

Flash Gitz - Flash Gitz who aquire too many teeth for even their Flash Git bretheren (a feat to be respected!) often become Freebooterz and go off to terrorize the galaxy elsewhere

Outcast Retinue - A Warboss and his closest retainers who have been ousted from their tribe by a newer, tougher Warboss

Renegade Mekboyz - Mekboyz from different tribes (often meeting during a Waaagh!) who have banded together through common interests

Bad Docs - Painboyz whio have been cast out of their tribes for particularly deranged 'eksperimentz', such as transplanting orks brains with those of squigs.

Renegade Runtmasters - Runtherdz who tire of seeing their precious grots used as cannon fodder and abandon their tribe

Renegade Speed Freaks and Bad Ork Bikeboyz - speed addicted Orks, often exiled from their tribes for particularly destructive acts of vehicular madness

Dreadmob - Mekboys and Painboyz who have totally devoted themselves to the construction of Deff Dreads

Weirdboy Warpheadz - Weirdboyz who have become addicted to using their powers can be a danger to their tribe and are sometimes driven off. Occasionally these individuals can even become possessed by a daemon

Freebooter Minderz - Thuggish Orks hired as bodyguards and enforcers

Wild Ork Outlaws - Feral Orks whose first contact with wider Ork 'kultur' has been with Freebooterz

Ork Mutant Mob - groups of unfortunate Orks who are shunned by their fellows due to thier mutations

Chaos Renegade Ork Warband - Orks rarely turn to Chaos, but occasionally a Freebooter Kaptain may throw in his lot with the Dark Gods

Khorne's Stormboyz - Militaristic Stormboyz who have adopted Khorne as the patron of their warrior code

Gretchin Bandits - Outcast grotz who style themselves after Ork Freebooterz

Ork-Genestealer Brood - "The Green Brood" a group of Orks who have been contaminated by Genestealers and produced Ork/Genestealer hybrids

Oh they are. They are one of my favorite units in the dex, and I converted 10 of them from boyz. Its just that I found them to be a bit underwhelming for a 20 point or so model. Its the fact that you have to buy an upgrade to make their weapons assault 2 that kills them. Assault 1 with BS2 doesn't work that well.

That said, with a painboy + cybork body + all upgrades, they could potentially wipe the floor with anything that comes within 24"...as long as its not a vehicle or a T5+ MC.
