First of all, work on your grammar a bit. Your formatting is weird and hard to follow, your punctuation is non existent, and your spelling is spotty.

As for "Tron bases" would you care to show some examples? I've seen the Tron movies, but I can't say I know what you're talking about.

you need to cut the corners off the round infantry bases, then add a 6th side. rotate 90 degrees top wise and then paint normally.

also make sure there is a eternet cable correctly attached to the proper port so you can uplink your data.

then try rebooting.

I'm going to attempt to answer the question.

You'll need smooth bases to work from, so using polyurethane to coat them before you prime would probably help a lot. After you prime, just paint them like how people do lightening effects except in lines and squares and what not. Top it with gloss varnish and call it a day.
