Necrons are good and not too pricey.

You can build a pretty good vanilla SM army using AOBR boxed set models for your core; tacs (which can also be used as Sternguard) and multimelta dreads are both good.

Space Marines and Orks via AoBR are relatively cheap. As a bonus, you can use those Marines in either a Space Marine, Dark Angel (lol), Blood Angel, or Space Wolf army with the right paintjob. You could actually do Dark Angels' Deathwing very cheap as well, buying AoBR Terminators and some special weapons for them on eBay. You can often get 5 AoBR Terminators, 5 sets of Thunder Hammers and Stormshields, and 5 sets of shoulderpads for around half what a typical Terminator squad costs. If you're not against buying used/painted stuff and stripping it later, you can trawl eBay or the Swap Shop for Marines generally pretty cheap.

You could get Tau cheapish these days too, as they're very far down on the power curve. Rumors of an update keep circulating, but until we see something concrete they'll probably still be fairly cheap.

I'd second Necrons. Their Battleforce box is wonderful for anyone starting new (though admittedly less so for old Necron players with buckets of Warriors already).

2 Boxes will give you 40 Warriors, 10 Immortals (or Deathmarks), 2 Arc's in whatever build you prefer and a handfull of scarabs. Add a Command Barge for a plastic HQ and you're set to go a-wrecking. From their, you can really just continue building single models and highly specialist units to suit your tastes.

Or, as said, get AoBR to start Marines or Orks.

Or, which might start to be an option for the patient, put your money someplace earning you solid interest and wait to plunge for the forthcoming 6th Edition starter this summer.

Ebay tends to be more expensive than the online retailers that offer a 25% off static price with free shipping.

And you don't have to scrub any models.

Some decent suggestions on how to get a cheap army, but not really which armies are innately cheap compared to the rest.

You mentioned Dante-wing (I assume you mean Dante with Sanguinary Guard as your troops), and while that is a cheap option, I think it is on the weaker end of Descent of Angels lists. I priced a new more traditional Descent of Angels (librarians, priests, honor guards, vanguard vets, assault squads) list at approximately $400 for a 2000 pt army. That price is at 25% off for the plastic boxed sets, and full price for librarians and apothecaries (to be used as priests). I planned to use standard assault marines as the base for my honor guard and vanguard but my total does include money for a bunch of meltaguns from GW and shoulder bits to fancy up the honor guard and vets to distinguish them from the regular assault guys.

After my experience with Orks, I think $400 for a 2000 pt DoA list seems pretty good. Deathwing would probably be cheaper, and draigowing certainly would but you ruled that out.
