As the title says how the in the name of all things shiny can I gat a vampire lord on a zombie dragon in 2000pts without him being crap?

I'm not sure its even possible, the dragon itself counts towards the maximum % that can be given to lords, I'm not sure you can fit a vampire lord on zombie dragon (if you intend it to be a caster) without exceeding the 500pt allowance for lords, so I'm not sure its possible.

You can just barely put him in at 2000 points... Vampire Lord on a Zombie Dragon costs 465 points... so you have 35 left for gear. While his base stat-line is impressive, you could have a much nastier Vampire Lord for 465 points without the dragon. He's best left for larger games... say at least 2500.
Also, not sure this thread is in the right spot. This seems more like a tactics discussion.

Usually it is, yeah. You can really give him some killing power at that level, as a decent, nasty set up for him will usually run you at least 600 points. On the dragon he's basically 1/4 of your army.
If you want to squeeze him into a 2000 point list it's possible, but tight. I'd say give him heavy armor, Enchanted Shield, lance, and the Beuile Vampiric power. That's about all you can do though. He'll have a 2+ armor save, S7 on the charge, and your opponent will need to pass a leadership check at -3 or else be forced to re-roll hits against him. He'll also know Invocation of Nehek so you can heal wounds to your dragon and yourself.

I like great weapon and glittering scales.
-2 to be hit in combat, and you strike at the same time as the thunderstomp.
