Level 4 Master Necromancer, dispel scroll
2x50 zombies, full command
2x25 zombies, full command
3x5 dire wolves
2x10 Hex Wraiths
2x6 Wraiths (units)
6x1 Wraith Heroes
The necromancer kicks back and buffs up his zombie legions to hold as long as possible while the ethereals kick butt and wolves redirect.
Not intended for use without a cup.

I played against skaven with a list similar to that.
Then i was hit by 2 warp lightening cannon, 6warp fire thrower, 1 plague engine, and tons of plague and dread 13 spells.

Yeah, I agree that it's a rock/paper type army.
You'll wreck shop against a lot of lists, but there are some that you won't do so awesome against.
WoC running Chaos Knights, the HE magic item that gives a unit Magical Attacks, Dwarf stone throwers with a Rune, and the ever deadly magic phase could all really cramp your army's style.
Maybe if you ran a non-Ethereal hammer type unit to ensure you could take on all comers?
Something like the good old Grave Guard, or a Terrorgiest. You could drop some of the Heroes, and Hex Wraiths/Cairn Wraiths to squeeze them in.

Having played against chaos knights on several occasions, I've found that hex wraiths clean house. S5 auto hits with no armor save make the knights just dissapear.
The wraith heroes could be dropped for a grave guard hammer, but that'd take away from the whole rock-papper-scissors feel of it.

Ah, I forgot about the no AS. You're right; that makes chaos knights bad.
If you're looking for a rock/paper type army, and you're happy with that; then this army should do well for you.
This list should have the maneuverability with all the ethereal units to choose its fights well.

With only the one necro caster I can see you struggling with WoC not because of the troops but if you come up against a list like mine blacktongue, puppet etc will see your one and only caster risking his life every-time he casts.
Once those zombies meet combat, popping dispel scrolls on your one caster will make locking down your magic phase fairly simple as well which will cause a problem.
Assuming your zombies are going to sit around the necro as its bunker behind the ethereal all it would take is to see you reach combat and to lock down your casting for 2 or so turns to see them destroyed without replenishment.

Ok, looks like 1 in 39 stone thrower shots will HIT, punch through LOS!, wound, and do 3+ wounds. That's ... probably an acceptable risk

Also, looks like another reason for many NE USA tournaments to have some kind of cap on duplicate unit choices (skaven engineers being the current biggy)

1/3 hits with the center hole on the necro. 1/6 fails look out. 5/6 wound. 4/6 do enough wounds to kill the W3 wizard.
1 in 32 shots.

Pretty good risk at 2400 when only 2 are shooting. Against Dwarves that risk is worse when 3 on table.
Overall it's a solid list. I would feel excited lining my current daemons at 2400 to play against this. I don't run a lvl 4 so you would get a lot of casting off. But Other than static combat res, this list has nothing significagant to stop a greater daemon.

Thanks, it seemed a bit off. I knew I was missing something.
Those odds are horrible. Even if the miss-fires do nothing, 3 stone throwers firing 6 turns have only a 21% chance of 1 shot sniping the necro.
6 stone throwers over 6 turns (with misfires never preventing shooting) gives you about a 60% chance to 1 shot him.
I'd only attempt warmachine sniping if I had no other target of value.
