Alright, my brother and I have been playing for about three years now. Lately, he's been winning. And not by small margins either, Last game he won with at least 3/4 of his starting army.
At my disposal, I have:
30 'ard boyz (can be converted to any ratio of normal boyz / 'ard boyz)
30 Shoota boyz with either rokkitz or Big Shootas, which ever I feel like.
15 boyz for what ever
15 Lootas
13 Nobz, 6 of which have powerklawz. 3 for leading boyz squadz, 3 for PW in Nob squad
1 Pain Boy
6 Bike nobz (3 PK)
warboss with 'eavy armor, Attack squig and PK with kombi/skorcha
1 battle wagon (all attachments available)
2 trukkz
5 Deffkoptas
10 gretchin
1 runtherd
3 kanz
1 deff dred
1 warbuggy
3 big gunz (kannonz)
My brother has at his disposal:
Marneus Calgar and his honor guard
at LEAST 40 tactical marines with various heavy weapons
5 assault marines
5 devastators (or 4, can't remember which.)
a land raider
a predator
A razor back
5 terminators
5 sternguard
5 vanguard
1 chaplain
one captain with power sword and storm bolter
techmarine with three servitors
Please keep in mind we never actually field all of these things at the same time. we run at anywhere from 1500 to 2000 point matches.
So, that's what we have. He typically likes to field a healthy amount of tactical marines with missile launchers for the frag rounds that are so hurtful against my boyz. He's not an idiot, he likes to field any weapon that can kill large waves of infantry in a hurry. If he feels my 'ard boyz are getting too close, he has heavy bolters available to use to rip a hole in the line. He also knows his tactics, he never actually advances his infantry towards me (except for the CC units) and likes to deep strike his terminators in and attack where ever I happen to be at my weakest. He keeps his sternguard in a transport at all times until I get within firing range so my long range guns can't just blow them to pieces. His chaplain is hooked onto his assault marine squad too.
His captain is his weakest point though, imo. My warboss can put him down in one swing, along with all of his vanguard.
So, give me some extra tips!
Who should the warboss be attached to (if anyone at all), where should he be in the line?
How many 'Ard boyz should I actually use?
How many more boyz should I actually get?
What set up of formation would be better for my boyz? (Full squads or separate them in certain groups)
How should I set up my lootas?
Any other thoughts that come up would be great! Thanks!

People sell half of the black reach starter set on ebay and other places, if you want to save time and money.

Trying to use what you have I would still buy a kff.
Then a another battle wagon would be great.
Then field something like:
kff
Lootas
trukk boyz
trukk boyz
boyz for wagon
boyz for wagon
kopta rockets+saw
kopta rockets+saw
kopta rockets+saw
3 kannons with ammo runts runtherd and some crew
battlewagon
battlewagon
In general rockets are needed for antitank as you say you can not wait to get into cc.
Then you need to have either enough trukks so most get through or tonnes of battlewagons or else as has been suggested a good number of foot slogging boyz, he can not kill them all.

Who is setting up the tabletop? Are you getting your fair amount of 1/4 tabletop cover or more? It is important to get that 4+ save when you can.
Do you run your Defkoptaz in front of your Battlewagon along with those bikers on one attack path? You should be. All three can quickly get to one point and assualt in turn 2. If you can manage to get a lot of orks in one spot where he has only 10 SM you can start killing them pretty easily.

Oh, good point. The game is designed to work with 25% of the playing field as cover. Too often people put far less cover on the board, or have 25% but no line of sight blocking terrain. Make sure there is a mix of the types of cover and that it takes up 25% of the board (bunch it all up in one quandrant before you start to see if you have 25%). I bet you will do much better with your current list if you were playing on a board with 15% cover, but move up to 25%.

Half of winning is the list, the other half is how you play. If you are dying before reaching him, find a way around that. There should be a good deal of cover on the table. What normally happens that causes you to lose?

I didn't calc the points, but i would try this::
Run one of the nob bikers as a warboss
5 nob bikers (hope one is a painboy)
battlewagon with 20 boyz in it
2 truck boy squads
5 deffkoptas
if you need to go up a few more points see if he will let you run the buggy as a trukk and get 12 more boyz in the trukk, and then the warboss on foot (drop a boy in a trukk or wagon to fit him in a ride).
Try to hit a side of his army as opposed to the center to limit what can shoot at you.
This lets you bring a one speed army where on turn one you are in his deployment zone, and turn two you are assaulting.
You can pretty much ignore the Landraider unless you have a good opportunity to deffroll it. It will only really kill a battlwagon or a trukk a turn.
You want to keep the nobs away from the terminators, and remember to keep the biker boss with the bikers to soak up str8 and 9 hits to keep the other nobs alive. Also try to keep them out of sight of the Landraider until you can get an assault on it, or the guys inside.
This doesn't make you rush out and buy new things, and lets you work with what you have until you figure out what you really want.

You have a nice collection of options, dan.
You are missing the centerpiece of all Ork builds. (at least til 6th Ed.)
It has been mentioned already.
a Big Mek w/KFF
He protects your wagon & trukks if you go with that build, Kanz in the Kan Wall build, even your green tide build.
Adding an extra wagon would benefit you greatly as well.
Since you've been playing for awhile, I think it should be safe to say you have a good feel for the strengths & weaknesses of his army. Setting yourself up with favorable matchups will be key to your success.
In most builds, your going to want to have a full Nob squad allocated for wound shenanigans. Also consider putting the boss with them, to gain FNP from the painboy. (never leave home without your painboy)
Your nobz should have no problem with most anything but termies. Assault termies with multiple units. If you give him enough wounds, he's bound to roll some ones.
Bikes work good for weeding out those devastator squads. See if he'll let you proxy those as regular warbikes. TLBS, bringing your own cover & 4+ armor save. Me likes.
Pay attention to how effective Eavy armor has worked for you. I'm not a big fan of Eavy armor. In my mind, I can add extra boyz for those extra points spent.
Make sure you put Deffrollas on your wagon. D6 S10 hits will be one of your most reliable anti-tank, especially that LR.

Go mechanized to beat him down.
2 x Single koptas w TL missile and Buzzsaw
5 x Bikes with Nob w PK
15 x Lootas
10 x Gretchin
10 x Nobz w PK, Painboy, Standard in Battlewagon w Deffrolla and Red Paint
12 x Boyz w 1 Nob in Trukk w Red Paint
12 x Boyz w 1 Nob in Trukk w Red Paine
3 x Big Gumz
Hopefully you have terrain to setup the big gunz or Lootas in. If not, you have the gretchin to cover them AND hopefully sit on an objective.
2 Single copters are to scout move, shoot and charge his vehicles - Vindicators, Predators, Rhinos, Razorbacks.
The bikes are another vehicle killer and something that can assault any infantry on foot.
Meanwhile you have your trukks and battlewagon to do an assault and overwhelm any point of his line. This should have a warboss - to qualify the nobz as troops - and a big mek with a KFF - to protect your three vehicles.
Now if you have points left over, go for the 30 man hard boyz on foot. They should be running evey turn so that they can follow up your trukk assault.
If there is enough cover, go ahead and split your lootas into a 7 and 8 man squad,
Don't waste your time with big shootas or rokkits in the boyz mobz. Unless you have a few odd points to burn. Your vehicles will be moving 13" and those on foot should be running so you won't get much of a chance to fire them.
If you want to add something, add a trukk or another battlewagon with deffrolla. Another thought is get yourself 15 burnaboyz to shove into a battlewagon. I have found these to be golden in a mech force.

Nice build, addict, using his available models. Looks like just under 1500 depending on Nob squad allocation.
Make sure you put a BS on the Wagon for a weapon destroyed result.

DAaddict has a nice list for the OP to try. The only thing I'd really want to change is to break up the lootas into three mobs of 5, rather than one mob of 15. You can still focus their fire on a single target if you choose, but you also have the option of firing on three separate targets that way.
