Like the title says, why can't he? he was once the captain of the 4th company, and as the forge father the chapter would give him anything if it meant he was close to an artifact. would it really be all that unreasonable to let him take a command sqaud just as any other captain can? I know it raises questions of why, but for me it is simply to make my list fluffy and give it a different spin.

If a captain thought that the event was important enough to warrant his command squad going, he'd go himself. That's the point of a command squad.

Because him in a transport, popping out with a command squad with 4 melta gunners would be too awesome for the vanilla dex.

This. The SM codex is very stingy when it comes to personal commands, unlike BA which any HQ gains access to their "command squad"

WOW! I was asking myself a similar question about Vulkan last night. My thinking was more along the lines of "what type of BODYGUARD should he have? WHile he gets noe presently, there is the line that says he can tap any asset the Chapter has to achieve the quest. His rank as ForgeFather is higher than Captain, so does he get an Honor Guard? ForgeFather sounds like he is now in the Techmarine promotion track, could he take some Servitors? And having been a captain, could he draft his previous Command Squad into the quest?
I also had the thought, since he cannot presently take any of those options, of using a squad of Sternguard with him, for lots of dakka/(TL)special weapon fire. And if feeling a little abusive also Using Lysander as a Lieutenant to ramp up the Sternguard that much more (but losing Stubborn throughout the Army).

I'm not really sure where you're getting this from. In the fluff Vulkan is a loner set upon a solo quest. When he is fighting in the tomb of fire trilogy it's with the fire drakes, not a command squad.

This is what I was thinking, if anything his Retinue would probably be Salamander Fire Drakes, which I believe are elite terminators.

Firedrakes are the elite marines of the company, it doesn't really say that they are always in terminator armor. My reasoning as far as fluff goes is simply that he has requested a command squad to aid him in his search. I just find it weird that as someone who is as revered as the chapter master, can't take a command squad at the very least. Meaning to get one I'd have a hundred point additional cost because of the captain.

Beyond story reasons (in which there are many that make sense), for internal balance it just makes sense. He already has the kitchen sink in wargear for a minimal price and arguably the best chapter tactic. Give him a command squad and there's nearly no reason to take a vanilla captain (outside of bike armies).

As said, it's a poor attempt at balance.

That being said, in a friendly game I doubt anyone would mind. The UM codex is pretty underwhelming compared to the subsequent SW and BA books.

Um, Vulkan isn't the chapter master, Tu'shan is.
