So I have friend who wants to play, but he doesn't want to buy anything until he knows the rules, any help would be great

Yeah Tau are cool and everything but we lack a lot of things. I mean our codex is pretty old and we could use and update. But in terms of USR's I actually don't think we have anything that makes them unique.
But in order to find out might I recommend purchasing the Tau codex. And if he still continues to say he doesn't want to buy anything...then he's kind of in the wrong hobby...

Tau have an overabundance of big guns and suck at everything else. They're one of the harder armies for a new player to handle, I'd advise steering your friend towards a more forgiving army.

Mechanized IG, Mechanized/Kan Wall/Green Tide Orks (pretty much any Orky list, IMO), errrrrr, Necrons? I've only got the old 4ed 'dex for the Necrons, so I'm not entirely sure whether or not they're forgiving.
Is he anti-IoM or just anti-SPEHSS MUHREEN?

Necrons are a good, very well balanced army and very easy to start up with one of the best Battleforces for a "new" army. Dark Eldar are among the easiest armies to play with their new Codex; like Orks but faster, cheaper, better stats, better weapons and more numerous. Orks still work and you can launch fairly easily with the AoBR.
Nevertheless, if your friend is "hooked" with the Tau aesthetic, he should probably play Tau. Nothing burns you out faster in this hobby than investing hundreds of bucks, hours and endless efforts in collecting, assembling, painting and fielding an army which isn't the army "you would have like to do initially", especially if it's your first army.
