The Librarian has a lot more uses but on a unit-to-unit basis of power I'd go with Mephiston, although Dante is helpful too.

Mephiston is the most individually powerful. He's a one-man deathstar.

A librarian is probably the most powerful utility-wise, and cost-efficient. Surprisingly killy for his points too.

Dante is really good at picking one piece of enemy armor on the board and making sure it dies right goddamn now. Dante + Honor Guard w/ 4 Meltas, Jump Packs, & his no-scatter deep strike = One hell of a dead tank.

Reclusiarchs are good in fluffy Death Company armies, turning Death Company into absolutely horrifying engines of destruction if they ever get to grips with the enemy in assault.

Overall, I'd say the librarian just for its cost-efficiency and ability to buff up the rest of your army.

Librarian and Mephiston are the best HQ's, but they both do very different things. The Librarian buffs your army, while Mephiston is a Monstrous Creature on a small base.

I've been playing with a Reclusiarch leading seven death company recently, and if they get the charge just about whatever they hit dies. But they tend to die right after that. Fun, but limited-use.

I wouldn't want to leave home without the utility powers and psychic defense the librarian brings, and at a bargain points cost, too.

In smaller games I'd go with a Librarian or Reclusiarch myself - the named characters are expensive in points.

Had a Rec and five DC, all with jump packs in my last game. Dropped them from a Stormraven and inflicted horrendous damage to the orks that opposed me. Went right through a couple boys mobs and a squad of Tankbustas and still had the IC + 1 DC left after that. And one died to a Dangerous Terrain test, not the orks.

Grab Dante so you can rock 4 squads of Sang Guard as troops . As for his non scattering deep strike ability, put him with some vets with infernus pistols and power fists for a points-costly squad and say goodbye to some enemy tanks.

Its fun just to see your opponents face, but usually after one land raider is smashed to ashes, the you'll suffer a hail of fire and with vets' 3+ saves and no invlulns (except dante's), you'll perish!

Even so, it's a guilty temptation that i recommend, despite hugely inefficient and not too good bang for buck, it's damn fun. And 40k is a game, so fun is fun!

Dante, so you can have the awesome sanguinary guard models as troops!

I also love his curse, and his deep strike ability. One tank needs to die, one tank dead. Except when you roll all 1s!

All-around best HQ: Librarian, hands down.
DoA army: Dante, for his no-scatter death star
Mech army: Librarian
Death Company army: Astorath. I actually like him in non-DC armies as well, and often take him as a second HQ in ridiculously high point games
When facing an army that doesn't have any psyker defense (RoWi, Hoods, etc): Mephiston
When you want a third HQ: Sanguinor
When you want a turn or two of everything else being ignored: Mephiston

Poor Seth and Tycho. Nobody ever gives them any love :\

I say Librarians all the way, Mephistons biggest down fall is that he will die to power weapons (or anything that ignores armor saves) The crap gw pulled with giving him no armor save and the inability to join a squad hurts him badly. If you want a cheap Mephiston put unleash rage and sword on a liby with a jump pack in an assault squad.
