Pretty basic question here: A list of paladins all of foot supported by Draigo and a Librarian; is this viable? Or are transports (land raiders or stormravens) essentially must haves to make a draigo wing work?

I'm not certain on this but if I remember correctly most Draigowing lists are entirely foot based, with a few Autocannon Dreads. You simply don't have the points to spare on Transports after using all of those points on Paladins.

It appeared to me that some included stormravens to offset the speed issue of paladin lists, although I'm not really a fan of 'ravens in the first place.
And it always seemed to me that AC dreads could be offset by maxing out the number of psycannons you take.

If you're not a fan of Storm Ravens, they're not a necessity. Taking a load of Psycannons is good, because it gives the Paladins a good ranged threat as well as wound allocating them, even with the ranged weaponary Paladins can only kill one unit a turn (unless you can assault a different unit to the one that you shot if the unit that you shot is all dead, I forget), whereas the Dreads allow you to cause damage to more untis and have a longer range to give you a threat across more of the board.
But hey, I'm not an expert on this. I'd probably recommend looking at some of Blackmoors stuff for useful tactical advice, especially on Draigowing and Paladins. I know for a fact that he doesn't run Stormravens or Land Raiders with his Paladins. You're probably best looking at his blog, which I think can be found in his sig or at blackmoors40k.blogspot.com. If I've got the domain name wrong, sorry, but it's something like that.

Its quite viable. In fact, thats one of the best termie-lists out there today.

I've seen people use Land Raiders or Ravens in their lists. I'm not a fan of Ravens and LR's are expensive so I was interested in knowing if forgoing transports was viable.
I'm playing with the idea of Interceptors to offset the issue of speed in a foot paladin list.
Double AC dreads is also the old go-to tactic I'm considering.

Last tourney I went to 1st and 2nd were both Draigo wing list with no transports. 2-3 Autocannon dreads but that's it for armor.

Interesting, although I'm leaning towards Interceptors with psycannons instead of AC dreads, just to change things up and I think all those psycannons can be just as effective as AC dreads. Plus I like the idea of being able to move quickly to contest, control or flank an enemy unit when I need to

Interceptors are much more vulnerable than Dreadnaughts.
Speaking from a DE standpoint, I'd love for you to take Interceptor squads as your source of heavy firepower. They'd die in a hail of splinter cannons on my first turn, and then I'd have free reign to kite and outrange your paladins.
Not saying that you shouldn't take Interceptors. Take whatever you want, it's your list. Understand though, that autocannon dreads are taken for a good reason. They're much more durable, especially with the silly psychic powers that grey knights vehicles can get. It makes it nigh-impossible to stun lock the dreads, and forces your opponent to play the game of 'is a shaken result really good enough? Do I want to pump more firepower into it and risk the other dread getting by without a scratch, or risk spreading myself too thin and both of them operating at full blast?'

I feel like landraiders and storm ravens dont make sense for Draigowing. You have a force of resiliant shooty terminators... the transport's resiliance is not really a boon for the points, and the loss of shooting is substansial. Compare Paladins in a land raider to Deathcult in a land raider. The Deathcult greatly benefit from the resiliance of the transport, the grenades, and suffer no loss of shooting. The fact they are cheaper doesnt hurt either.
