I got to thinking about Lorgar. he achieves what he has been striving for, he gets to be an immortal being with almost limitless power and what does he do? he locks himself in a tower and spends ten fricking thousand years 'meditating.' real good. he could be spreading chaos an death. but he sits in a big spike and watches the paint dry for ten millennia.
Magnus does the same thing, essentially. The only one getting anything done is arhiman. and he's only doing it because whoops, he turned all of his brothers into lifeless atomatons. not that I'm faulting him for it. it was a good way to cement that Egyptian feel. But I bet that the moment he breaks into the black library he will do nothing but sit and read for the next eon.
The same goes for you, Fulgrim, you perverse feth.

Lorgar is simply obsessed with writing new unholy tomes for his apostles to use. Looking into the warp didn't only power him up, it also cost his sanity. He'll sit there for another 40 millenia..
Magnus seems to have just the Wolves as a reason to do anything noticable. Outside that conflict, GW could end his existance and nobody would notice.
Fulgrim is a prisoner, last time we heard of him. The Demon isn't interested in the affairs of the mortals, so this "Fulgrim" could be ignored fluffwise and like his brothers, it wouldn't matter if they are gone.
Mortarion got nothing, except names cut into him. Maybe if GW someday gets it, that only Zorro shall cut his sign into opponents, Morty may get anything to do. But we have Typhus and it looks like he has the job of doing Nurgles work. Again, without being available for cuts, he isn't important and could share the fate of the 4 above.
Perturabo. Sits there, plans. 10 millenia. As we don't get to know of any plans of him beiing successful, or if his former Legion does need him anymore, another candidate to be gone.
There is only war, there are only non-demi-god characters. And thats fine.

Well there are many examples of idiocy in 40k
Preying to the cogitators (computers)... I mean yeah AdMechs are grimdark and awesome but come on it probably runs on windows 95 or worse... Vista .
That one inquisitor who thought it would be a good idea to "slow" the advancement of the nids by pitting orks at them (basically feeding them).
The Imperial infantryman's uplifting primer. (That thing is awesome, hilarious and idiotic).
Tallarans worshiping C. Cain as a saint. (Again awesome, hilarious and idiotic).
The Greater Good - lol
The Emperor loosing eating and drinking contests... yeah it was to Russ but still.
Placing defeated deamons in statues which are than placed in a public square.
The Adeptus Arbites (The Police) being better armed individually than most of IG.

It's mostly GW's fault, they don't want to put the Primarchs in the current timeline so have written them out with the most nonsensical excuses. Especially guys like Pertuabo who has absolutely no reason to sit in his fortress and do nothing.
The same with loyalist primarchs like Corax and Vulkan basically leaving for no real reason. Really of the current MIA and not-dead Primarchs I'm only satisfied with Khan's explained absence, as he basically got sucked into the Webway acting as aggressive as ever.

The real problem was not killing more of them off in the fluff. They had a bunch of opportunities to create epic battles of brother against brother, and in the end, after all the slaughter of the Horus Heresy, only poor Sanguinius and Ferrus were killed.
Instead they have a bunch of immortal beings running around who they can't have running around. So they had to come up with silly stories for what happened to the rest of them. I mean, it's amusing how insane the idea of Leman Russ, Vulkan, and Corax just straight up abandoning their duty to the Imperium to go off guns blazing into the Eye of Terror is? Imperial Fists fans can grumble all they want that Dorn gets punked, but gak, the Space Wolves, Salamanders, and Raven Guard primarchs just straight up abandoned their posts to wander off, mumbling about prophecies and gak, lol. Talk about epic failure.
Maybe GW will have some balls with this Horus Heresy reboot... I know people grumble about the retcons, but it isn't like the primarchs have models. I'd love it if there were some big showdowns and a few more of the primarchs got killed. Imagine how awesome it would be if Guilliman got revenge on Lorgar, or Corax and Alpharius squared off.

Why bombard then assault when you can bombard, then bombard, then wait.... then bombard more? If you don't really care that much about saving the buildings and environment, then why were there even people on the ground at Istvaan V to be massacred?

40k suffers from a simple Problem. GW simply does not care for consistency, good writing or a "truth" of the setting. They jump all over they place, canon is all over the place, "we are comical" no "we are hard core grimdark", what "What is grim dark?"
That is 40k's real issue.

Actually Istvann III displayed perfectly why you can't win wars by air(space) power alone*. Now matter how much you blast them from above, someone will survive, and they will come back to bite you in the rear later. So you blast them from the sky, and then send in the troops to clear out the wreckage.
*Unless you have a Death Star.

I think the problem is particularly notable with Primarchs and all the 30K things. That stuff was never meant to be spelled out in notable ways. They just whipped in a few names that did something a very, very, very, implausably long time ago (lets say, 10.000 years) to give it a bit of "war in heavens" "Gods-vs.-Titans" lore/mythology (not history really) that would explain in about 3 sentences why there's "evil" space marines and "good" space marines.
Than, at some point, they decided to add a bit of flesh to the bones, fans lapped it up, so they kept on doing it, but with every novel, story or book, it also becomes more apparent that the entire "primarch story", whipped up by a few nerds in a basement in the 80s, was never designed to support a full-fledged tale of plausible characters and history.

And speaking as an Ork, they clearly didn't fire enough missiles, bombs, and shells at Istvaan III. If they had done a bit more shelling, both before and after the virus bombs, then everything would've been fine. Also, wasn't that the original plan, and Angron messed it up by going to the surface?

At least Magnus has SOME reason to be sitting in his tower... he never wanted to join Chaos in the first place, and apart from the (understandable) hate-on he's got for the Space Wolves, he's got no burning reason to attack anyone in the Imperium. Besides, he's too busy studying the universe and chaos, trying to find some way to undo the Rubric and get his sons back.

That is 40k's real issue.
40k's real issue is that it's not about futuristic war, but rather that it's Knights in Space. In the future, nobody uses chainsaw swords and lasers don't bounce off armor. Guys armed with machineguns don't get killed by hot chicks with swords running across an open field.
