For a "normal" 40k game a Tau army needs at least 1 battlesuit as a commander and 1 unit of fire warriors. Also Drone units aren't troops so you'd need at least 1 other unit of fire warriors or kroot to make up the force org.

Even using the legal FOC you could run 2 minimum sized force warrior units with 2x drones each, 3x drone squadrons, 9x sniper drone teams and then use HQ and Elite battlesuits to hang drone saround as well. You'd end up with quite a lot of them

It's not possible to make an army that's actually nothing but drones. There are no drone HQs or drone Troops, and our drone Heavy Support comes with a Tau controller. You can field groups of drones as Fast Attacks, though. It is possible to cram a ton of drones into a list, but there will be some Tau on the table.

Even if you did, it would be crap.
