Scout bikers can infiltrate and scout move and they are big enough per model to block half of a Rhino chassis.

If I go first, a combi-melta + meltabomb on a sarge will ruin that Land Raider/Stormraven day.
If I go second, infiltrate and then turbo-boost to give either my jump-pack ASMs or my Rhino/RAzorbacks 4+ cover save while still getting 3+ cover save with T5. If a priest is nearby, it is even tougher than SS Terminators.

That is 70 pts (combi+meltabomb is another 15 pts) of decent offensive/defensive tactical option. What is your thought?

Yup that works pretty well. I use 3 scoutbikes with a combimelta, meltabomb AND clustermines. Clustermines are used to defend my sniperscouts from enemy assaults. I'm still trying to figure out how to use the unit when I dont have first turn. Sure giving something a cover save is nice....but what will they do the rest of the game? For now I use them to finish off small units, or roadblock something for 1 turn. Once vehicles start moving, the meltabomb loses its charm.

I also field a landspeeder storm filled with a scout squad equiped with a combi melta and a meltabomb. A lot of my opponents are starting to put all their vehicles in reserves when I have first turn now

After turn 1 giving cover save, since they are such a small threat, nobody will shoot at them. I usually use it to take out things that don't move such as Preds or TFC or Vindi.

Of course, I also use them on things that I failed to killed but only immobilize by my guns. There is nothing as bad as my tac combat squad meltagun rolling a 3 on the vehicle damage chart. But fear not, my scout bikers will come in for the kill.

Works even better with BA scout bikes because they can have FNP.

On turn 1 the scout bikes can advance 18" and continue to have their 3++ cover save. BA rhinos can also advance 18" keeping the formation and cover save together.
