I'm participating in a tournament in December that allows ne to take eldar allies alongside my de in an apoc match on the last day. I'm not allowed psykers, avatars, named characters, wraithlords or wraithguards. Of the options left to me, what would yiu say would be a good.investment? I'm thinking fire dragons, prisms, shadow spectres... Thoughts?

It really depends on how you usually run your lists. Personally I would be all over the Shadow Spectres/Hornets/Warp Hunters...but that may be out of the question...but Rangers, Fire Dragons, Warp Spyders, are all good options
Personally I really dont see the need for any Eldar allies...being that the only ones which would be worthwhile to my style are the ones you cannot take. Just remember eldar units need synergy.

Eldar units don't need synergy, they're simply great at performing a single given task.
If you want really cheap Meltaguns, Fire Dragons in a Dark Eldar open-topped Skimmer would be amazing. Don't take an exarch.

Rock n roll, are any of the other aspects worth a look in? I've.never seen their codex.so I have no idea what to look at! Swooping hawks for their grenade run entry? Dire scavengers for that big shuriken.blast thing they do? What'll I be wasting my time looking at? Aside from bashees?!

If it's for an Apoc game, Fire Dragons are probably the best bet. They'll turn super heavies to crispy critters real quick. They'll also turn Termies to slag as well, and I always see lots of termies in those games.
Dire Avengers are great for shooting hordes, so if you think you'll be running into orcs you can't go wrong with Blade Storm.
Dark Reapers are a great option for dealing with any MEQ unit. Str 5 and AP3 so it mows right through regular marines, at 48 inches.
Those would be the three aspects I'd be most interested in using, if I were a DE player, given the opponents I were to face.

Can someone just reaffirm to me why fire dragons in a venom would be so amazing please? Is down to them all getting to fire whilst zipping about as much as is inhumanly possible, or am I missing something?

Nope, that's pretty much it. Instead of having to jump out to be assualted after they fire, they can remain in relative safety while unleashing hell.

one of the fastest melta delivery systems possible ... yea thats pretty much it it would be possible to zip up to even large units with structure points and have a chance to pop them.. i think firedragons are the reason GW didn't give wave serpants the possibility of fire points

Additionally, note that all Fire Dragons come with Meltabombs, and you can assault after disembarking from an open-topped transport that moved.
Move the Raider, disembark dragons, shoot meltaguns, and charge if you REALLY need that superheavy gone.
As for other aspects, they're not too special.
-Scorpions specialize in large amounts of S4 attacks in assault.
-Banshees specialize in S3 power weapon attacks in assault.
Incubi are like Scorpions + Banshees.
-Avengers specialize in large amounts of S4 shooting at 18". They can lay down 3 shots per model with a Bladestorm, but its costly. May be a substitute for Dark Eldar Warriors, but Avengers have assault weapons.
Avengers can also be taken in squads of 5. Useful for a cheap troops choice to shove in a transport to make it a scoring unit.
-Hawks are awful. Expensive and not effective.
-Guardians would do nothing useful in an Apocalypse game. They're basically guardsmen with expensive heavy weapons. Corsairs are the same.
-Shining Spears can hurt, but are quite expensive for what they do.
-Dark Reapers may be a consideration. They're really expensive per model, but they have S8 AP3 Heavy2 weapons. Exarch can get a power that lets him ignore cover. Arguably not worth it for the cost.
-You can't take psykers or Wraiths, so they're out.
-Falcons can be amazing transports for important units if you give it HoloFields. Not open-topped. Expensive.
-Night Spinners could be useful if your opponent is likely going to run massively large amounts of infantry.
-War Walkers or Hornets with 2 Scatter Lasers could be fun. S6 Heavy6 weapons.

Banshees are good assault units to pair with your wyches if you can get them in an open topped transport
Firedragon are obviously awesome
a few wave sperpants or falcons would be nice to have some survivability. Take the thing that lets you reroll damage, Holofieds?
Warwalkers are ok, lots of Str6 fun can be had.

But to clarify, Fire Dragons in an assault vehicle is the best unit going.
Keep some mobile cover around them, and their suicide dash isn't quite as likely to get them killed.

Reapers are S5 AP3 heavy 2. Str8 would be so OP.

After talking to the best Eldar player in my area (23k points tourney player etc) he said fire dragons all of the way. He said without a doubt best unit in the book and perfect for apoc for taking out superheavies.

Eldar coming out of DE vehicles? Ahhh Howling Banshees comes to mind. A little bit of a nerf not having psykers but still liveable... If your DE friend plays with WWP, perhaps a double Autarch setup. +2 on reserve rolls. You could theme your armies around that... Reaver jetbikes piling out of portals, beasts, for the Eldar- Warp Spiders, Striking Scorpions and perhaps rangers.

Well, a Farseer would be incredibly useful, but you can't take that.
As others have said, Fire Dragons in an open-topped transport (or, really, a transport with fire points) would be one of the best units in the game. This is doubly true if you're playing apoc.
War Walkers would be the only other unit to consider. They can lay down a ton of S6 shots for cheap. 180 points for 24 S6 shots...
Everything else in the book is a pass. Dark Eldar can already handle any CC stuff Eldar could supplement. And, everything else in your craftworld cousins is overpriced for what it does.

Nightspinners would be pretty useful on the off chance that someone plays a horde. Consider playing against a green tide apoc list. I've seen it; it gets messy.
