Can I outfit 5 scouts with BP+CCW (sarg here) and 5 scouts with Sniper rifles then buy the camo cloaks only on the sniper models?

I simply want a squad that is going in the LSS and a squad sitting pretty on the objective in a bolstered ruin. Getting two separate squads mean paying twice for sergents which I don't need.

Do the options for buying this stuff say "each model" or "the entire unit"?

You may be able to but only the guys with the cloaks would have stealth.

The whole squad has to buy them, sorry. To get around this you can simply purchase telion and then combat squad but you won't get your sarge in the transport then.

This is technichally correct, but while the guys without cloaks wouldn't have stealth, they would still receive the benefit of them so long as they are in the same unit. This is clarified in the space maribe codex

Of course, if they combat squadded the non-sniper squad would no longer benefit.this is clarified in the space marine FAQ.

It's a somwhatmoot point, though, as you have to buy for the whole unit
