To my knowledge the only Primarch that GW ever made was Leman Russ. (Although there was, of course, no rules for him...)
On a side note, those Scibor models are pretty sweet!

You would think that GW would release the primarch models not necessarily for playing but for the pure fluff of having and painting them. I really feel that the market to buy them even if they were sold on the scale of the inquisitor specialty game size they would be a huge hit.
