Can a Blood Angels Vanguard Veteran Sergeant take a Glaive Encarmine (a two handed master crafted power weapon) AND a storm shield ?

AFAIK, you can take both options, but you would not be allowed to use the shield in close combat, as the shield is unwieldable with a weapon in the same hand.

Not totally sure, but I think you could use it to block shooting, and not in CC, but as you're going to be in CC most of the time anyway, It's not the best choice.

I think you'd be better of to just use a lightning claw, as it allows you rerolls to wound. Lightning claws are always better than power weapons when dual wielded, or wielded with a storm shield, whereas power weapons are always better when wielded with a pistol or additional close combat weapon. This is because power weapons always grant any other close combat weapon their armour-negating ability, while lightning claws don't. Source: Rulebook page 42

Firstly, never take a Glaive Encarmine, unless you have no other option. A lightning claw (or even a power weapon if you have a bolt pistol) is so much better for the same points. One re-roll to hit is not worth losing the bonus attack from your bolt pistol. Re-rolls to wound is worth losing it.

Secondly, in my opinion, like relic blades the two-handed bit just prevents you gaining a bonus attack for two close combat weapons. You could still use the storm shield.

As I said though, it's irrelevant because at no point do you ever want to be taking a Glaive Encarmine if you have the option of anything else.

It's a feathered headdress dark angel captain I have painted up as a vanguard sergeant, so unfortunately he is stuck holding he power sword as it is in a bad position for hacking off. So he will just wield his sword and storm shield in a slightly less than optimal fitting.

Space Marine Captains can wield a Storm Shield + Relic Blade, as stated in the Space Marine FAQ, and use them to full effect.

They just wont get the bonus for having +1 weapon in each hand.
