1. Yes
2. ML and MM are both solid choices (and free) I personally prefer plasma cannons for the anti-elites, but each to their own
3. Rhino or Razorback, I prefer Rhinos because in annhiliation I can hide all 10 marines instead, other people prefer the gunline option of razorbacks, either moving the combat squad forward or sitting back with the Heavy Weapon half of the combat squad.
4. They are cheap and scoring, don't expect them to kill much.
5. No, and no to the assault marines as well.
6.Rifleman, 2 Twin-linked Autocannons
7.Null Zone and Avenger (Personally I use Gate of of Infinity instead of Avenger, but my librarian runs with my terminators so being able to jump them 24" is very useful).

Armies: Crimson Fists, Orks, Eldar

1.) It depends.

2.) The free ones.

3.) drop pods, far and away. Razors are decent fire support, but not the best transport.

4.) not really. Sniper rifles are pretty bad in this edition.

5.) No raiders for assault marines. Take land raiders for something else. Also, don't only take 1 land raider. If you're going to take one, take 2 (or preferably 3, and make a proper deal out of it).

6.) once again, the free one is pretty nifty. Assault cannon is also nice. If you play against a lot of transports, then riflemen are also good.

7.) depends on what the rest of your list is doing. Smite isn't too shabby for shooting, and the quickening isn't too shabby for close combat. I'd also consider a support ability like force dome or null zone or gate.

1) Most of the time, yes. Use the squad with the sergeant and special weapon to screen the heavy weapon.

2) Plasma cannon and lascannon see the most play in my army, missile launchers tend to be reserved for Devastators. Ignore multi-meltas, they're too slow/short-ranged to be of much use to anyone; if you're going to take the free weapon a missile launcher outperforms the heavy bolter.

3) I use exactly zero transports in my Dark Angels army. I can win anyway. Mostly, it depends on what you're planning to do with your force; Razorbacks are suitable for a stationary shooty force, Rhinos do better when you want to get close up in the enemy's face, Drop Pods give you added versatility at the expense of being able to use the unit for about half the game (on average).

4) They're useful for their ability to hang out on an objective and not die. Shooting-things-wise, take the missile launcher and take the occasional potshot. Who knows, you might kill something.

5) Skip the Land Raider/Assault Terminator unit unless you're playing a really big game, it's generally overpriced for what it does. And take a Redeemer over the other variants, it's better.

6) No idea. I don't use Dreadnaughts (Deathwing Assault FTW).

7) I've never fielded a Librarian. I wouldn't know.

Balanced Game: Noun. A game in which all options and choices are worth using.

Anyway:
1. should I split Tac marines into 5 man squads? - Depends on game type/deployment, whether you have transports, and what kinda list you are building
2. Which heavy weapons(if any) are worth taking - I take missile launchers and plasma/las cannons when I do YMMV
3. Which transport build would be best for Tac Marines - Gunline= razorbacks (more competitive) Safety=rhinos (whole squads inside) in you face (which I like)=drop pods
4. Are sniper scouts worth taking? I generally run 1-2 squads for objective camping and shooting at large targets (I.e. independent characters /monstrous creatures_
5. Should I take a land raider(if so which build) for my Assault Termies? - Yes, I run at least one landraider in most 2k lists....termies again depends on game type...although I usually run in LR
6. Which Dreadnought builds are best over all? By far, assault cannon/heavy flamer in a drop pod. I have killed brass scorpions in Apoc, land raiders, transports, infantry...my most favorite, though I do run Rifleman
7. Which powers should my librarian take? Depends - offensive Avenger/null zone Buffing: gate/null zone and force dome (if not with termies)

1. It's an option. If you run Razorbacks you can fit one of them in.
2. Missile Launchers are my favorites. MM if you're running Salamanders.
3. Rhinos for 10 man squads, Razorbacks if you split.
4. I never used them, but I've heard they work awesomely when in their skimmers.
5. YES. THRONE OF TERRA, YES. Seriously, it's the only right way to send them in. The regular one is amazing, but I take the flaming one if I'm running Salamanders. It doesn't get the bonus, but it feels more fluffy.
6. Make it shooty. Autocannons and stuff. Put them in a Drop Pod and fire away at the most attractive rear AV in sight.
7. Avenger and Null Zone. You can switch Avenger if you want, but Null Zone is a must against most armies. Forcing rerolls in invulnerable saves is just wicked.

Im gonna throw my two cents in:

1. Split for Razorback squads, keep together in Rhinos
2. I prefer missile launcher and multi melta, although I usually throw a plasma cannon in just for fun
3. I honestly like Rhinos more because I don't combat squad often and I like to keep my squads together, just a personal preference
4. I like a group of 5 with snipers, HB with hellfire, and Telion sitting on a home objective in cover, works pretty well imo
5. Redeemer all the way! Ap3 template-y goodness!
6. Alot of people like the Rifleman( 2 twin linked autocannons) A basic Dread with MM and a Drop Pod works nicely
7. Null Zone and Avenger are my favorites

1. This one is one of the trickiest to answer. Depends on the situation. You'll learn by trial and error mostly.
2. Your mileage may vary, but I prefer missile launchers (since they are free) if I don't run Vulkan, but if I do I prefer the multi-melta. If you have ten points to burn, then you can buy
yourself a remarkably cheap lascannon, but I wouldn't recommend anything other than those three.
3. Again, your mileage may vary, but I like Drop Pods. I've never futzed about with the lesser tanks, and so I cannot speak as to their effectiveness.
4. You may get some wildly varying answers on this. I love them. They make great objective campers, and with the addition of stealth they can be damn hard to root out of cover. I
think my biggest warning label would be this: they aren't consistent. My experience has been that they will either rend through entire units, or miss everything.
5. I cannot put my endorsement behind the Land Raider Crusader strongly enough. The ability to still fire all your weapons at combat speed is totally awesome. If you are putting
Assault Terminators in it, I would highly recommend always paying for the extra armor, especially if you have an HQ in there. (The more of an investment it is, the more that
small insurance is worth.)
6. I only run dreads with my Salamanders, and always run the same build: Dread with multi-melta on one hand and the heavy flamer/combat weapon on the other. Usually in a Drop
Pod. I have seen people rave about the "rifleman" dread (autocannon arms on both sides) although I've only seen one player use them, and his always performed horribly. I've
chalked that up to bad luck given the huge support that build seems to enjoy online. I've also seen the default loadout do some pretty harsh damage.
7. My first (snarky) answer was "All of them. He should be Tigurius." But seriously (and more helpfully) I prefer one of two builds. The first is Gate of Infinity/Force Dome (I use this in
combination with Sternguard vets). The second build I have used is an Epistolary in Terminator armor (with other terminators) using Gate of Infinity and Vortex of Doom. The second
build is much more expensive and not cost effective enough for competitive play (in my opinion). It's usually something I break out for friendly games or games against less
experienced players. It can pack a hell of a punch, but it can also fall through (carrying a significant amount of your list with it).
