I used Operation Cerebus Kits from the Dust Range. I believe I used somewhere around 8 boxes.

Hi Molotov, if you buy those buildings, it's more expensive, buy the Operation Cerebus Sets, it's cheaper per floor and you get some other figures

so the set is less than 20 dollars?

The set is $45. Discount sites sell it around $30.
