Orks are fun and forgiving. You also get more models to play around with which will force your opponents to adapt to you while you learn the game.

A good beginning army outside of the Imperium? Slim pickings really. Orks are probably the most forgiving with Necrons coming in at a distant second (Necrons have a lot of odds and ends that can confuse or intimidate a new player).
I highly suggest he plays with someone else's Xenos/Chaos army to see what army suits his style of play...

Learn to play with a disadvantage, and you learn to adapt and learn tactics a lot faster. Well, that's my experience anyway.
If he doens't want such an unforgiving (to begin with) army as a starter, Orks of necrons are fun, and have a huge model range

I started with in 4th with Crons, back then they were a perfect starter army, now they require a bit more tactics and thinking (Not as glass cannon-y as DE but still can get messed up pretty badly if you're not careful). With RP, borderline MEQ stats across the board and really easy to paint models I think they'd be excellent to start the hobby with

It's more important to explain the armies well and see which armies your friend(s) cling to. Whatever army they are naturally more attached to fluffwise they are more likely to stay with. It's why Eldar and Chaos have so many fans despite having lesser codexs

So, I said orks, because they have a lot going for them. Straightforwardness of play, lots of options to grow into over time, they currently have a starter set, ability to throw a sloppy paint job on and no one will notice, etc.
Although I agree that CSM is a good second. You can put together a decent CSM army that has few models, and by the time you get done painting them, they will have a shiny new codex with lots of cool stuff. Plus, I hear rumor that they will be in 6th ed's starter box...

I would say necrons or orks, both are easy to paint up and have pretty straight foward play style, depends if you want choppy or shooty kind of army, and if you can handle painting a tonne of ork boyz

If he hates Imperium, he'll probably hate Chaos too. It's basically the same thing.
I say start with DE. Beginning with them you'll be exposed to a good, balanced codex wherein every option is viable.
On the battlefield DE will teach you how to avoid blundering around or wasting your turns.
The efficiency you learn from DE will transfer to any other army.

Orks if he wants options and varied builds.
Necrons are friendly on painting skills.
Craftworld Eldar if he wants a steep learning curve.

I went Necrons for this.
Easy to paint, easy to play (Less forgiving maybe)
I was thinking Chaos but you never know where they will go with the 6E book and could Fack it up even more than it is which is hard to believe but also possible as this is GW we are talking about.
Tau and Eldar are to brittle for a noob and so are DE.
Orks would be great if they like painting.
