Both Space Marines and Necrons can be a shooting army and both of them can also look good, the two armies are pretty good for begginers as they are both very hard to take down meaning they're a lot more forgiving of mistakes than other armies such as Dark Eldar/Eldar.

In my opinion i would go with whatever army you like the most in terms of models, background and playstyle. If you can't decide which army you like best or like them both equally then i would choose Necrons as they are the army which has been most recently updated.

Space marines are generally better for beginners. Codex: Space marines is a very shooty army, more so than any of the other codexes, though blood angels do shooty vehicles better simply by their "Fast" rule.

Nercons are a shooting army, but then again they aren't as simple as marines. Not saying simple is a bad thing though.

If you choose Space Marines you might later regret picking one of the most generic armies out there I also started with marines but 2 months later regretted spending money on them if I was you I would go with the newest army the necrons. IMO

Out of the two space marines would be the best as as a beginner, however, as mentioned above, they may get a bit 'boring' after a while, however, they have lots of options and can make lots of different lists. I would just say go with which one you like the models for most.

I'm both a Space Marine and Necron player. Necrons are an easier army to work with IMO and thats not to mention how much fun they are to play. (Nothing says fun like using a tesseract labyrinth on your opponents HQ or MC and watching it disappear into your Necron Lord's Collection)

Don't get me wrong Marine armies can be fun but I've found comparing the two, Necrons come up trumps.
