I think the guys who did the painting for them messed up, painting them as 'turn-ups' rather than as part of the boots as they should be.

I've seen some painted correctly (essentially they are just wearing jack boots!) and it really makes a difference. Detail wise, I would put them somewhere between the FW Elysians and GW Cadians, with obviously the aesthetic of the former.
