The wording is kind of funky, with the can replace bolt pistol and/or chainsword

They can replace Chainsword with a Lightning Claw.
Or
They can replace Bolt Pistol AND Chainsword with a Lightning Claw and a Lightning Claw.

But I read for the assault marines captain can replace with a pair of lightning claws.

Outside of Blood Angels, the reason they get all the Hatorade dumped on them is their points cost. Paying 30 points per model to be able to assault off the deep strike is a bit much if you consider they have to end up within 6" after a 66.7% chance of scattering 2d6 which the average is 7. The fact that you need a locator beacon to ensure they land where you want means you're putting out even more points to purchase that. In the Blood Angels codex it's a different story, since they only scatter 1d6 with DoA which makes them a much more viable choice.

It's so he can pick one more option, to show how heroically skilled he is. Replace one weapon for a pair of claws, then buy a combi-melta or something else nice to shoot with.

Blood Angel Vanguard Vets equipped identical to Vanilla Marines are also 10 points cheaper (per squad) and have the red thist rule (so potentially furious charge/fearless). Every game I've used mine i've had great fun with them. A squad of 10 comes out to over 400 points (I give mine bolt pistols and lighting claws with just a couple chainswords and a single thunder hammer) but they can combat squad and really wreak havoc on 2 units the turn they come in from reserve (with a re-roll and 1d6 scatter. excellent).

They are a fun unit! They have some of the best flexibility with equipment options, especially for assault-oriented units, in the Space Marine Codex. The problem, as already stated, is that their points cost is prohibitively expensive. I'd keep playing around with them, though. You never know, you might discover the formula for pure liquid win that has eluded others. If nothing else, they are very entertaining.

5 vanguard with jump packs, power weapons+meltabombs. Using blood angels codex and a mech force I was being butchered 1 tank at a time by a vindicare assasin. Joke was on the assasin when the vanguard dropped next to him and mullered him with 20 pw attacks. Very useful for bullying like that, clearing pesky tac marines off objectives and such.

Why stop there? Just get two pairs of Lightning Claws and call it a day.
