From Your list I am guessing that You don't want Panzergrenadier Kompanie, but rather Gepanzerte Panzergrenadier Kompanie.
I'd suggest You looking at the Grey Wolf lists (available on easyarmy.com for 2 USD IIRC) - the points are a bit cheaper and the version is more up to date with Version 3 rules.
You can really do this much cheaper by using excellent 251/1 halftracks from the Plastic Soldier Company (~ 15-16 pounds for a box of five). They also make Panzer IV at the same price. In July they are planning the 251/1 conversion set, which will allow You to bring 251/2s, and they just released the German Late War infantry kit with 8mm mortars, panzershrecks/fausts and HMG.
Btw, the Heavy Gepanzerte Platoon from both Grey Wolf and Version 3 Core book gives an option to field HQ in 251/1, Observer team in Kubelwagen, 2 251/1 Mortar halftracks and Heavy Machine Gun teams + 251/1 halftracks.

Also, SS list is pretty expensive in points (the cost of Fearless Vets) - the Heer version is cheaper and allows You to field more. Feel free to PM me, since I recently went through the same list-building and know most of the pros/cons, as well as options for alternative miniatures.

As far as I know Maelstrom Games will ship worldwide for free as long as Your order exceeds 20 GPB (which is two boxes of PSC products).

Yes You can use easyarmy.com - it is essentially an armybuilder type of page for FoW - all special rules are in the Rulebook (either the big bundle or the small softcover). You are mainly loosing out the historical parts, maps, photos etc.

Although they appear to be similar, SS and Heer are very different lists with different playstyles - SS are sort of difficult-to-shift, immovable veterans with lots and lots of machineguns/heavymachineguns. Heer is more mobile and IMO more towards the classic mech company (fast with their halftracks, but need support from tanks and anti-air). Both need some boost in anti-tank sections.

To keep it short - with careful planning and timely purchases You can make the GepPanzergrenadiers on the cheap, although they are ridicoulusly expensive, when buying only BF products.
