The enemy is filled with sorrow and regret and do not have the energy to fight
All enemy models within 12” of Ludwig suffer a -1 penalty to their Initiative and Leadership to a minimum of 1. (Note: this effect can stack)
Song of Pain Cast on 7+
Black Music
The organ summons the spirits that rest within it to attack the foe
This is a magic missile with a range of 24” that, if successfully cast, causes D6 Strength 5 hits on the target model.
Ballad of Spirits Cast on 9+
Black Music
A ballad of the master of the Hexwraiths is played causing his great, sweeping scythes to slash across the battle field.
This is a magic missile with a range of 24” that, if successfully cast, causes a Strength 7 hit with the Heroic Killing Blow rule that hits the target, and all enemy models within base contact of the target.
Ballad of Swiftness Cast on 9+
Remains in play
A ballad of speed and energy plays that invigorates all of Ludwig’s army
All friendly units now move an extra 1”. If Ludwig is the Army General, they move an extra 2” and receive a 1+ modifier to their Leadership.
Concerto of the Spirits Cast on 13+
Black Music
A long Concerto is played calling spirits from the Underworld to fight for Ludwig’s cause
You may summon D3 Hexwraiths and D3 Cairn Wraiths that do not score victory points, and do not count for victory points in addition to not being able to claim objectives.

Well, first off I think this is really poorly edited. I had to read it about 4 times to figure out which spell was which, and even then I'm not 100% sure.

As far as the spells themselves.

Song of Nehek - I have no issue with it, but if this is supposed to be an entire new lore, it seems kind of silly to keep the spells. I freely admit though that I am really opposed to one character having their own lore of magic, it creates balancing and organizational nightmares, but anyway.

Song of Sorrow - Drop the remains in play and stacking and it'll be pretty fine. For a level 1 spell, as it is now it is really powerful.

Song of Pain- Fine

Ballad of Spirit - Overpowered. Drop the HKB and turn it into a small blast template of S7 and it might be alright.

Ballad of Swiftness - I hate conditional spells, the "if he's the general" just is a lot of excess complexity. Also unlimited range? No way. I'd make it a 24" bubble (36 if boosted) of +1M and I. An Ld boost makes no sense in a song of swiftness.

Concerto of the Spirits - Summon two units at once? At absolutely no risk to your side? No way. By making them count for nothing, you make this spell way too powerful as you can pretty much lob out tons of stuff that can die, but is fairly effective with no risk or potential harm. I'd make it D3 Hexwraiths on the normal version, and D3 Wraiths (I don't know the new VC codex, but is there still a non-hero version?) on the boosted, with victory points of 100 or something.

I think a bit of formatting can go a long way, as it is your post is really hard to read. Note the difference that removing 'black music' from some spells, and some spacing makes;

As to the rules themselves, they need a fair bit of toning down, but it wouldn't take too much to fix it up. curran12 covered most of the bigger problems.
