Looking to raise this to 1000 points more or less, considering adding straken into my CCS, or krak grenades on my infantry/command squads. List is for a fairly friendly campaign, so don't want a list to roflstomp people.

Is camo netting worth it? Am I missing vital upgrades? This is my first guard list so I'm not sure what is seen as mandatory beyond meltavets which I definitely do not want. Spare models I have are 1 chimera and 1 sentinel, proxying is a no no.

Camo netting is very expensive, and you are better off fielding more fire than camo nets.
Straken is good, for the fearless blob and CC ability.

Have you considered sly marbo? Quite cheap and effective for what he can do. Johnny on the spot with a demo charge means he usually makes his points back with interest. If he survives then his pistol is pretty good and he is no slouch in CC.

You could add in a chimera for the CCS, and outflank a sentinel for cheap. Also might want to get vox casters, being on foot means orders are important.

The most important rule of 40K-Page XVII of the 6th edition rulebook, the figure at the top right of the page. "Shake hands with your opponent and thank them for a good battle and fun experience." Then go out for a beer.
