Every army has options for modelling. One thing that that I really like about Fantasy is making little unit fillers that represent models using terrain or assorted things. most armies have access to magic. What appeals to you in fantasy, do you like horror (Vampires), monsters (Beastmen, and almost every army has access to some monster) Elves (there are 3 of these armies) etc. What from fantasy (not just Warhammer fantasy) appeals to you?

Liking magic does not really narrow down what kind of army you play. Same with the painting and modeling aspect. All armies can pretty much do all of that.

But let me ask a few questions, this might help clarify what you like most.

1. What kind of playstyle do you want to use? Do you want a general balance between shooting, magic and melee? Do you really want to push one or two of those aspects?

2. What kind of overall style appeals to you for paints and color schemes?

3. Looking at the fantasy armies, which one appeals to you on a gut reaction level?

Thus, After having thus successively taken each member of the community in its powerful grasp and fashioned him at will, the supreme power then extends its arm over the whole community. It covers the surface of society with a network of small complicated rules, minute and uniform, through which the most original minds and the most energetic characters cannot penetrate, to rise above the crowd. The will of man is not shattered, but softened, bent, and guided; men are seldom forced by it to act, but they are constantly restrained from acting. Such a power does not destroy, but it prevents existence; it does not tyrannize, but it compresses, enervates, extinguishes, and stupefies a people, till each nation is reduced to nothing better than a flock of timid and industrious animals, of which the government is the shepherd

If you like Daemons play Daemons. For Dragons, you could play High Elves (Sun/Moon/Star Dragons), Vampire Counts (Zombie Dragons), Dark Elves (Black Dragons).

All of the above armies are fairly magic heavy.

If you like Daemons and prefer magic, focus on Tzeetch. However, do not ignore the other ruinous powers as all bring something to the table.

If modelling is important to you just pick the army whos models you like most, as for the magic every army but dwarves can offer a decent phase, with DE, HE, WOC and LM offering some nice gimmicks.

The base problem.
Id mount them on squares, you'll need for WHFB.

You can get round base movement trays from galeforce9 so really it does not matter.

IF you plan on using them for both systems, round magnetic bases from GF9 are best. If you place a magnetic (or metal) sheet on your movement tray you can rank them up pretty easy (except for the stupid pink horror arms). Square bases in 40k just leads to arguments.

Round bases even work in the GW brand movement trays, I would get some rare earth magnets you can get them online about 5-10 cents each glue them to the bottom of the base, then glue down some magnet sheeting onto the movement tray and there will be an attraction between the magnets, not as strong as if one was steel but I've been able to use this method for transportation in a snapware container so it's fine. For the single models and skirmishers like flamers, fiends, crushers I would base them on round bases then keep the square bases so you can magnetize the round base to the square bases. Get some horrors if you like magic, paint about every 6th or 7th a distinguishable color as if you use them in 40k, this will be the one that has the bolt of tzeentch. Also for fantasy, flamers are nice, and I would get some bloodletters too they are pretty boss. My son likes the daemons and as for an out of the gate starter army we are looking at:

Herald of Tzeentch , Master of Sorcery 140
Herald of Khorne 100
29 Bloodletters -FC -Icon of Endless Rage 403
20 Horrors -Musician 246
3 Flamers 105
994 pts

So 3 boxes of letters (convert the remaining 1 to a Herald), a Warriors of Chaos Tzeentch Sorcerer Lord, 2 boxes of horrors and a box of flamers. Gives you 3 legal units, a so-so anvil in the horrors with their 4+ ward save, though I'd avoid combat when possible with them, a strong cc block in the 'letters and the flamers which are hands down the best BS shooting unit in the game with their D6 shots and skirmish ability.
