I am trying to come up with rules for such a thing. Basically it would be a catapult that launches corpses at the enemy. Where instead of directly damaging, it causes terror and poison somehow.

Thoughts on how this should (stat and rules wise) and how it should function?

I don't think plague takes effect that quickly and I don't see how a dead body is poisoned. If that's the case half the Vampire Counts list should get poisoned attacks The nausea of the smell would likely affect units not immune to psychology though (-1 to hit perhaps?).

Yeah, -1 toughness is going a bit overboard, especially if permanent.

Wither requires a magic roll and has a 12" range (instead of the 60? 72? of a stonethrower.

I do not think the -2 armor save is viable since it is just a corpse being lobbed. I like the small template being S2(5), The more I think about it I am not sure how poisoned attacks would work since you do not roll to hit with artillery so you are already just rolling to wound. What about:

Small Template, S2(5), normal saves allowed. For each wound saved, unit then takes toughness test to represent infection. Units suffering at least 1 wound reduce movement by 1/2 due to being too busy puking for the next turn.

I'd go with necromatic exploding corpses.
3" template, S7, but roll to wound vs leadership.

OR:
Treat the unit hit as taking a banshee howl. 2D6+2 vs leadership, 3D6+2 (drop lowest) is center hole is over unit.

If you want to lob a corpse, we already have rules for how much damage that does (when a giant throws a model).
It's D6 S3 hits, which isn't nearly enough for a warmachines to be worth taking.

In a siege you throw bodies, because disease will have a good effect over the months of the siege. In open warfare disease doesn't have enough time to take effect.

The only reason to throw a body in that situation is the terror of being struck by the bodies of decaying people that the victim probably once knew. So I'd make it a small, Str 2 template, and any unit struck must make a panic check, regardless of how many casualties they suffered.
