*This is a fluffy C:SM army, using scout's only*
Chapter Master, PW, Hellfire Rounds, Artificer - 165
Scout Squad 1 (5) - Shotguns - 75
Scout Squad 2 (5) - Bolters, Heavy Bolter, Telion. Camo Cloaks - 150
Scout Bike Squad (3) - Power Fist, Grenade Launcher - 105
Total: 495
How Could I imporve the current list?
What can I add to make it 1000 points?

I'd take away everything from the chapter master and just give him Terminator armour. That'll give you exactly 500 points for your list and allow him to deepstrike and keep up with the infiltrating scouts.
Also, I've heard that bikes aren't meant for close combat, so lose the power fist and replace it with either a locator beacon for the Chapter Master (Although this is quite expensive considering that you're only deepstriking one model) or extra grenade launchers for your bikers. You could also just give your Chapter Master a chain-fist too.
Do you really need a chapter master anyway? For 25 fewer points you could choose from four other HQ choices. And why would a chapter master lead a group of initiates anyway (From a fluff perspective)? A Chaplain would give your list a master-student theme.
At 1000 points, you could also add in a few Land Speeder Storms (They're scouts too) and give all of Telions squad sniper rifles.

You could go with a Captain(master of the watch for fluff) and use him to add more fire power with ether a storm bolter of a combi weapon.

The following is damn fluffy and would work in any situation:
Captain with relic blade, digital weapons, melta bombs 145 points
10 scouts with shotguns and powerfist 165 points
10 scouts with snipers and telion 190 points
That's 500 points. Feel free to remove the digital weapons if need be for something else.

Talion give his unit stealth, so no reason for cloaks in that squad.
You can pull off some 1st turn assaults on stationaty tanks with the fist on the bike, so I'd keep it. If you do scrap it for points, be sure to give him melta bombs to replace it.
I agree that the chapter master seems out of place in a small scout army. I'd go with a chaplain myself. IIRC the 10th company still maintains a regular captain with a command squad, so you could add that as points go up. You could put them on bikes to keep up with the scouts, or in a razorback. A librarian could also be attached to the army, checking for any sign of psychic potential in the recruits.
Tanks are requisitioned from the armory, not part of any company. The veterans of the 1st company go where they are needed. And the Legion of the Damned show up wherever fate determines. All could be included if you want something other then scouts, scout bikers, and LS storms.

I am hoping to add to a squad with sniper rifles in a storm, I would use the storm to tank hunt (multi melta) while dropping the snipers at objectives/cover.

Fluffwise? However you want. On the table top at 500 points? HQ: Get a librarian Gives you a hood and two powers to complement your scouts. I like gate and vortex. Most other powers are good too. Troops/ FA: Storm speeders are just too good to pass up. They give you awesome mobility and give you even more deployment options. I'd definately look into getting a pair of these over a 3 man bike sqaud with a powerfist. Scouts don't play like tacs. I think something like this is alot more effective:

Scouts, meltabomb, bp/ cc
