Can they fire if the vehicle moved. Pretty sure they can't bud seems to be debated amongst my 40k buds.

They'd still be able to fire if they can normally fire heavy weapons after moving.

So if your S&P or Relentless in a transport and its moved 6", you can still fire out of it with Heavy Weapons?

I see no reason why not. The fire points rule merely states you count as moving if the vehicle moved, but can't fire if it went combat speed.

That is correct, all moving combat speed in a vehicle does is count you as moving. Relentless models can still fire heavy weapons when they move.

Yup, and you cannot fire out of a vehicle that moved over combat speed unless you have a special rule that allows it, but you can disembark at cruising speed and still shoot.
