My question is can Black Templars or any out of vanilla codex chapters use the stormtalon?
It doesn't say in WD is what I hear.

You heard wrong, it specifies an official updated for Codex:Space Marines so only they can use it.

aww gonna take 4ever for BT to ever get a new codex. Heres Hoping an update instead.

Hopefully they get something, but there aren't that many imperium codexs that haven't gotten a 5th edition update and since they do imperium every other it can't be that long plus rumor has it that they are working on the BT codex already.

You could always ask your opponents if they are willing to let you use one. I don't think there is anything particularly magical about them that should keep them out of other chapter lists.

If you been paying attention to the spine of the White dwarf over the past few months you would have seen what looks like a BT marine there... many people have been hoping that means they are next up for the codex.

Even then they're unlikely to get the Storm Talon. GW is actually making the various Space Marine chapters have more variety than just the colour of the models.

god i hope they do, we dont need 2 knight themed codex's... totally biased as a DA player lol

But as others have said i dont see a problem with useing the ST in normal games, i plan on useing 2 with my Ravenwing and already have 2 stormravens for my Deathwing.. never use them but i have if i ever do lol

Generally most people i know don't tend to look at spines, but i agree, it does look like a marine.
