So Ghost Walker mantle allows that Obryon does not scatter if he deepstikes withing range of Nemesor.
But does the jamming beacon on a Land speeder storm work for it? It says Wargear, But would it work on Obryons Rule?

No, the Jammer would not work, there is no piece of wargear preventing the scatter, it's simply that due to his special rule, there's a certain part of the board Obyron won't scatter when mantling to.

Even if The Vargard's Duty WAS a piece of wargear, I'm not sure that it would be affected by the Jammer since it applies to moving via the Ghostwalk Mantle, rather than directly to Deep Strike.
