Both characters seem like good buys for a mostly-infantry army. All advice subject to change under 5th edition, for this reason I won't be super specific:
Even with cover saves, IG command squads are fragile for their cost. The defensive upgrades are useful but expensive. Under the current rules the best protection is to be in a chimera. This also extends the order/ability radius because it is measured from the vehicle hull rather than the character's base. I would always put these characters in a transport.
Creed - remember that for 4 orders a turn, you would be better off just taking 2 command squads. Make sure you have a valid reason for using the outflank and special order abilities. If the close combat special order is the main reason you are taking Creed, maybe Straken is a better pick. I know at least one guy who takes Creed+Kell to give sure orders to his HWSs. This is effective, but I'm not sure if it is worth the expense.
Straken - I agree with portugus, keep his squad cheap as most of them will get killed. Pick 1-2 of the defensive measures - bodyguards, medipack are currently probably the best, although FNP/cover rules may change a bit.
Weapons, obviously creed could take a HWT and straken 1-2 assault weapons, but keep in mind how you want to use these squads and if your enemies will target them. Will you really get to fire much?
Above all keep the cost of the squad well down. Remember that IG CCS are still very fragile units and the upgrades really stack up without adding much toughness (cover, FNP, armour, can all be cut through by the right weapons) and many things in the game will still wipe the squad easily. Give them what they need to do their job, don't try to make them a super-unit.
