In army builder you cannot give empire general an extra weapon option when hes the BSB.
You can give him magic weapons and one of his magic choices can be paired weapons spencer's blades which give him 10 WS and +1 attack.
Can he take it for reals? In army builder he can.

AFAIK, there is no general restriction on what a BSB can and cannot take.
Specific restrictions may exist.
If it doesn't say you cannot use an XHW while being a BSB in the Empire book then it is perfectly legal.
Army Builder has errors in its fabrication. Especially when Books get updated. Old restrictions may stay in the system and new ones may not get put in.

In the new book, being a bsb does NOT prevent you from taking any of the normal upgrades possible, shields, GWs etc.

Generally:
BSB = allowed to have personal magic items
Magic Standard BSB = not allowed to have personal magic items

The only restriction I see is that Empire BSB's can't take any mundane weapons. As the Fencer's Blades is a magic item, it may be taken on any model that can take magic weapons and has the points for them.
Bretonnian BSB's can take a magic lance, which makes for a ridiculous looking model.

An empire general cannot be the BSB. Check you're rule book on empire captains, it's pretty clear.

Empire BSB and most 8th edition army book BSB can take mundane weapons even if they take BSB now. Great weapon + BSB anyone? Magic items are only allowed if they don't take magic banner though.

After looking it up, you are right. Empire BSB's have no mundane restrictions.
I'll notify the writer for AB.

I generally use AB for the ease of use in designing a list, then double check validation with the actual army book before using the list.
AB is nice because it allows you to easily fidget with a list without constantly busting out a calculator and paper, and flipping back and forth in a book.

I prefer my book and a spreadsheet. I honestly could just use my spreadsheet now though since I've added so much detail over the last year to it. I even have tabs set up for differen't points and varations of types of armies I can use.

Spreadsheet here too. I build a template unit entry for everything in the book on one tab (a couple days of work, and you need to triple check for accuracy, but then its done) and then create a new tab for each list. Copy-paste the templates and just check the units and options I want and it calculates all costs and percentages for me. The only manual edits required are Magic items and Vamp powers. I have separate tabs with item costs, classifications, and rule summaries. Bonus is that I can work on this discreetly at the office during lunch without having to haul the books with me.
I agree though, you should always check against the book, and twice before entering an event.

If Army Builder lets you do something that your codex does not then yes it is cheating and exploiting a bug in the programming.
For Example, Necromancers are 65points. However, in AB if I assign them Lore of Vampires they become 50 points. This is a glitch. They are still 65 points, it would be cheating for me to allocate those 15 points elsewhere simply because AB says that the Necromancer is 50 points.
