Piercing the heavens

I just noticed something in the Minions book I haven't seen before.
To field a minion army, you must chose either a minion pact or a Theme Force.

Does this mean that, say Calaban's Bad Religion Theme Force is not a Blindwater Congregation force and therefore doesn't have access to the swamp AOEs?

That is correct. Theme Forces are not Pact forces and thus do not gain the Pact bonuses. The same is true of Merc Themes and Contracts, btw.
