Is there a way I can make my own wash paints? I've found simply putting paint and water in a pot is not working. I need a blue wash, but a very specific shade of blue, that's the reason I'm asking. Is the "Lahmian Medium" used for this?

I personally use Vallejo Glaze Medium (72069), Liquitex Flow-Aid, distilled water, and my chosen paint color. I make a blue/black wash for my Grey Knights and it looks great. I don't remember the exact ratio I use (I want to say something like 10 drops of medium, 1 drop of paint, a couple drops of water and flow-aid), but just experiment a little and you'll find something that works.
When doing stuff like this, it's best to work with dropper bottles so you can get a more precise ratio.

Definatly need acrylic mediums for making washes.
The GW ones are quite matt when dry, look at matte mediums... try Liquitex out for a brand to start looking at... perhaps windsor and newton too.
Suitable mediums will be; gloss medium, matt medium and glazing medium.... they all have differing levels of gloss and transparency... i would suggest trying them all out... but on a budget... to make similar to GW washes use matte medium, acrylic flow aid and some strong acrylic inks in your colour
the inks are important too, reqular paint will not make as brilliant a wash as inks will at a guess. Liquitex make acrylic inks, and so do daler rowney.
But experiment and see what you can do/what you like.
