Consider:

Eldar are Battle Brothers to Tau and Dark Eldar.

If you are Allies of Convenience...

Units in your army treat Allies of Convenience as enemy
units
that cannot be charged, shot, targeted with psychic
powers or have templates or blast markers placed over them.

However, if a psychic power, scattering Blast weapon or other
ability that affects an area hits some of these Allies of Convenience,
they will be affected along with any friendly or enemy units. This
means that, for example, Allies of Convenience units:

. Can't benefit from the Warlord Trait of an allied character.
. Cannot be joined by allied Independent Characters.
. Are not counted as friendly units for the targeting of psychic powers.

Runes of Warding states:

All enemy psykers tests must be taken on 3d6....

RoW are not any of the items highlighted in red. It would seem to me that unless you are a Battle Brother with Eldar, you probably shouldn't buy RoW.

I'm very interested in this, and one of my regular opponents is an Eldar player who is simply in love with the allies matrix. I will be coming back to this thread soon (if it doesn't sink too fast for anyone to notice it).

Yes, anything that has an effect on enemies effects allies of convenience and desperate allies.

Battle brothers, no.

Allies of convenience and desperate allies, yes.

The most important rule of 40K-Page XVII of the 6th edition rulebook, the figure at the top right of the page. "Shake hands with your opponent and thank them for a good battle and fun experience." Then go out for a beer.

Excellent, imperials won't be able to take Eldar allies for RoW then.

I like to imagine the Emperor kills so many Orks that he ends up half buried beneath a pile of corpses, with only his head sticking out. A lone grot stumbles across him, and starts choking him.

Then Horus comes across the lone grot, somehow managing to kill the Emperor, and punts it into space.

They sure can. Not everyone needs a psyker in their main army. Guard don't need a primaris, space marines don't need a libby. You can take them as allies with RoW, and it won't affect you at all unless you happen to run psykers in your main army (like GK, so them taking a farseer with RoW would just be silly)

They are treated as enemies for the purpsoes stated

Otherwise, if you treat ed them as enemies at all points then any combat res they generate would benefit your opponent!
