I'm looking for an approximate pt cost of a seer council on bikes, really more for argument's sake than anything else. I have about 400 pts to spare in my DE list after trimming out all of my CC elements, and I'm vaguely curious what I could get for that from the Eldar. If I actually did it, I'd just model Dark Elf wizards (especially Morathi) onto Reaver JB.

Good news. This is the best time in the hobby. Full of promise. GW lets us down each time and we know it but secretly we're hoping that this is the edition that GW gives us a balanced game that can also be played competitively at tournaments. I'm loving it.

I assume points cost?
400? Depends on how big you want your council. Your basic jetlock costs 45 points without powers. I think you could get 7 or 8 jetlocks, provided you don't also need a jetseer in those 400 points

Since it's for allies, then yes, a Jetseer is also a requirement as a part of it. Likely the flamer power would be the one taken, with one warlock taken for each of the other powers that would actually help it for its role of CC and vehicle removal, as well as mobile army support.

A Seer Council on bikes is going to be 275pts absolute minimum, more if you want more than three Warlocks, better powers, Singing Spears, and/or various Farseer upgrades. If this is for an Allied detachment you'll need a Troops choice too, though; I can't advise running a Seer Council on jetbikes in anything less than 5-600pts worth of allies.

The 400 pts is after I took the mandatory troops choice. I was planning on Pathfinders as it's more fitting with THEIR fluff, even if the idea of the seer council was that it was actually a cabal of sorcerers that the Archon patronizes in secret.

Take a Jetseer with Fortune & Guide. Add to Guardian Jetbike unit with 6 Guardians and one Warlock.
Give 2 Jetbikes, the Shuricannon upgrade.
Give the warlock either destructor or enhance,
Give both farseer and warlock singing spears until a faq changes them.
There is you HQ and troop in one 370-ish point unit

Jetseer with Runes of Warding, Spirit Stones, Doom and Fortune + 5 Warlocks (1 Enhance, 4 Destructor) is 415 points

I know doom is useful because it allows the DE units to take advantage of it as well, but seeing as their is only 400 points available, I would get rid of doom and spirit stones, which gives you 45 more points, a jetlock without any powers.

But Singing Spears are only S9 when used as a shooting attack, right? I ran the math and, oddly enough, Witchblades still aren't that bad against vehicles with that S+ 2d6 armor pen against AV10. Not as good as S9, and god knows why it was nerfed (except as a concentrated effort on GW's part to make ABSOLUTELY CERTAIN CC is as worthless as possible) but still not terrible.
Who knew when I was playing Tau in 3e that I would see the day where I lamented the loss of the viable Assault phase...
Thanks for the advice.
