I'm currently writing up a GK Inquisition FOC to use as a Counts-As Skitarii army. However, I'm currently stuck on the models I will be using for it - there aren't any official models now Skulz is gone, and greenstuffing robes is far beyond my current skill level, so I've decided to look to other model lines for the appropriate look.
I've been to online stores such as Troll Forged, Avil Industries and MaxMini with no success. Any help you can provide is appreciated.

That's a possibility, but I'd want my models to bring the AdMech to mind first off - the Junkers suggest Arbites first, and that might get confusing. I'm mostly looking for robed figures, as that's the most iconic feature of tech-priests and the AdMech.

Those Junkers are perfect Arbites, but there is really nothing about them that alludes to the AdMech.
You're not going to find anything short of a conversion that matches up closer than microart studios iron brotherhood, but they are VERY pricey.

Wargames Factory Shock Troopers? IMO, they would be perfect for any trench-coat IG/AdMech conversions. Hell, with another kit (28 mm WW2 Germans) one could kitbash the Death Korps of Krieg on budget.

@Oakenshield: Those are perfect AdMech troopers, but unfortunately they are made of metal - driving the price up (especially for an army of them) and making it impossible to convert the miniatures to accurately represent the wargear available to the inquisitorial henchmen.
@CainTheHunter: Those are some great trenchcoat models, but unfortunately their weapon selections (and appearance) aren't as close to the AdMech as I'd like. While they would be great for guard squads, I feel that they're just not right for Skitarii.
After a bit of digging, I found two great leg/body sets that would work:

The Kolony Millita miniatures are looking pretty good, and would make some excellent DKoK, but those heads are still unsuitable for the hooded and robed Skitarii.
Does anyone know where to find plastic hooded cyborg heads? A Google search has turned up nothing.

I have never seen ANY plastic, hooded, cyborg heads. I'm pretty sure there are none available, and if they were available from a small company I'm unaware of, they wouldn't be plastic.
Unless you're willing to use metal models (the Iron Brotherhood above, or maybe Necromunda Redeptionists as a base?) you're going to have to do some converting.
I'd suggest the wood elf or Dark angel sprues as a good source of hooded heads, and then scoop out the middle and replace with either Marine bionic heads or Necron parts for the faces. You could do this five tiems then cast the results in something simple like Insta-Mold. All the bits may well be available from bits sites.
However, if you kitbash a whole army you usually end up spending about the same amount as just buying the metal models, once you count in the multiple kits/parts you need and the cost of casting/ GS.
