I just can't seem to find the purpose of the new Focus Fire rule....
I have to say "Focus Fire on cover 4+ save" then what?
The wounds can only be taken by targets with at least a 4+ cover save? So does that mean that if 5 miniatures are out of cover and the rest hast lets say a 3+ cover save al the wounds have to be against the 5 miniatures outside of the cover and cant be allocated against the 3+ cover save targets? Even if those are the nearest?

You're entirely right. You're basically shooting only a subset of the unit.

Nice little trick I used to like playing: SM all hiding in a building, LC hanging out in the open shooting away.... unit got a cover save, while he has clean shots at Rhinos and such all day long (plus he would be the last to die).
Now with Focus Fire, he's killed first time you put massed fire on him instead of never dying and cherry picking all game.

It could also be handy if you don't want to kill the closest enemies, such as if you intend on charging the enemy squad afterwards.
But the main reason to use it is if the closest enemies are in cover and others are out - you can focus fire against the enemies who are not in cover so they don't get the saves.

Yeh it's just a way to prevent someone giving their whole unit a cover save when the whole unit isn't in cover.

It also works well to snipe special weapons if they happen to be in the open.
In 5th ed I commonly placed a Guardman squad behind defense lines, and their autocannon in front (so it would have LOS). Since eight Guardsmen were in cover, the HWTM got a cover save. Now, they don't.

Like most of 6th: Tactical Flexibility.
6th is less a one dimensional game of Gimmicks; more a Game Complex Gimmicks(you know, Tactics). Everything about the new rules just screams for your models to each be as useful in as many situations as possible, and with the new Mysterious Terrain/Objectives rule; even those items can add or remove flexibility to/from your units.

Karlosovic, it seems like cover is granted on a per model basis in 6th, so if the closest model is outside of area terrain, he wouldn't benefit from the same cover as his unit. I'm basing this off of "Determining Cover Saves" on page 18. It's not like 5th where only 50% of the unit needs to be in terrain to grant the save. So, you could focus fire to kill models that have less/no cover and aren't the closest to the firing unit, but if they're out in the open and in front, there's no need!

It's awesome against horde units too. They rarely can get all models into cover, so shooting at them with focus fire can easily kill off the ones in the open.
Also for small guns to actually affect the battle. Storm bolters on rhino's or drop pods, something like that can now pick off a guy in the open rather than putting one wound on a termagaunt unit who can save it on a 4+ in cover.
