So I have a bunch of terrain pieces I have been working on but I am not sure how to complete them. I need some ideas as far as little terrain pieces that can be created to finish off the board or things that can be added to the existing pieces to complete them and tie them all together. The theme is a small industrial type city. The OOP ruins are going to be used as an old temple that was built when the city was first founded.

Does anyone know of any good alternatives to the honored imperium statue that I can place in the middle of the ruins?

Best bet: base flocking.
You want two things: A mixture of sand (fine grains, with some smaller rocks). And Sprue Bricks. Take your leftover sprues (what the model parts come on) and a clipper. Chop the sprues up into little bricks, about 1/4" or so. Take your time, clip a whole pile.
After laying down some white glue (1:1 glue:water), apply a mix of the sand and sprue bricks (10:1 sand:brick ratio) to the bases. Reverse the mix (10:1 bricks:sand), then, add some piles of sprue bricks where appropriate. Corners of ruined buildings, etc. I like to add some extra bitz into the piles. Guns, weapons, a body part, whatever. Use the same glue mixture to secure the piles.
Prime black, and paint!

i was thinking the same thing... good thing i read your reply before posting or it would almost be a copy paste kind of thing

go to a dollar store. You shoudl be able to find a lot of toy soldiers that look decent. Just make some modifications and have a large-scale scene in the ruins instead of a single large statue. Not big enough? put it on a raised platform.
I've doen the same with plastic animals.

I think a huge brick chimney would be a nice center piece. It would tie into your industrial theme and be easy enough to make with some kind of tube and some brick texture from plaster of paris or whatever. Maybe some boilers and whatnot made from small bottles (pill bottles or the like) inside some of the other buildings, too. You could through some old wrist watch gears in among the rubble, and you've got a steam punk ruin!

I don't know why I never thought of using pill bottles  I am currently working on trying to make a generator station and will be adding another bunker like the one the top of the screen. Possibly another building as well manufactorum most likely. Then it is on to the little pieces of terrain. Barricades and the like anyone have any simple ideas for making effective looking barricades?

Being such an industrial looking setup, the thought popped into my head of a pipe-line. Easy enough to make, just use paper-towel tubes end on end as long as you like, with some type of triangular base to hold it off the ground (depending on preferences, of course).
Angles are optional.
Industrial age and battle damage. Rust, grime, patina, etc.

And basing. For an industrial theme, I would go for something of a "Rocky and Barren Wasteland" kind of theme, but again that's entirely your preference.

I was thinking barren land. I have two bunkers in the works to represent an imperial presence I'm the city. A pipe line sounds good I'll work on that next. I have am old discharged air conditioner capacitor I'll be using to make a power station. I'll put pictures up this weekend of the new terrain. Thanks for the ideas everyone.

Chopped up sprue as rubble is always a good bet to go with the base-flocking-detail idea above. Also maybe pick up some foamcore and do smaller walls and/or barricades? Fast to do and effective. And surely in this day and age you ened at least 1 aegis line
