Yes I know there have been threads like this before, but with the new allied FOC its an option to jack up the point cost even more. So now thats out of the way I want to see how many points everyone can rack up for an army, for those who arent familiar with the new FOC here it is
Primary Detachment: 2-4 HQs, 0-6 Elites, 4-12 Troops, 0-6 Fast Attacks, 0-6 Heavy Support and 0-2 Fortifications.
Optional Allied Detachment: 2 HQ, 0-2 Elites, 2-4 Troops, 0-2 Fast Attack, 0-2 Heavy Support.

EDIT: Please be fairly exact

Stick Grey knights and Space wolves together that would the most expensive pairing as Logan an draigo make paladins and wolf guard troops. The space wolves might edge out the grey knight because wolf guard can take land raiders as a dedicated transport, paladins can spend a lot of points on upgrades though. 120 paladins base cost is 6,600 points. Before upgrades the cost of 120 wolf guard terminators an their 6 transport raiders you are looking at around 6800 points, so it would come down to the FA slot, grey knights can really juice their interceptors up even getting them close to 400 points, they are both pretty even with raiders in the heavy slot.

I think it's still hard to beat the Astorath army. Twelve 30 strong DC with 2x TH and jump packs. 360 95point models, plus Lemartes. 34570 before adding things outside Troops and HQ. VV can be made 85 points apiece without JPs. Take 60 of those and give them all decked out LRs. quad lascannon double PF devs, 325 a squad. Each with a fully decked out LR at 296/ea. 10x chainfist 2x cyclone terminators at 510 a squad with 296 point LRs. Add Dante, Sanguinor, and Mephiston. Four double TH/meltabomb/standard Honour Guard with Blood Champions (410, 425 for chapter banner) and a land raider each. 53582 before fortifications and allies.

Using the new FoC I think you'll find its the Guard that will have the most expensive list if you were to max it out.
4 ccs (plasma and all the body guards and advisors), 6 elites (maxed out storm troopers), 6 FA (18 fully decked out Vendettas), 12 troops ( 12 platoons maxed out with 60 HWS las-cannon teams, 24 plasma SWS, 600 infantry dudes with 60 plasmaguns 68 commissars and 60 las-cannons) and 6 HS (that would be 18 LRBT executioners with plasma sponsons and all the upgrades).
All in all you'd be looking at close to 100,000pts on the table...assuming you could even find a table that could fit all that awesomeness on

Maybe I should remake this chart... ( I made this originally by modifying one I made when it was all rumours. )

Basically, at Zero to 1999 points, you get 1 Mandatory Primary Detachament of 1-2 HQs, 0-3 Elites, 2-6 Troops, 0-3 Fast Attacks, 0-3 Heavy Support and 0-1 Fortifications.
With that you get an optional Allied Detachment of 1 HQ, 0-1 Elites, 1-2 Troops, 0-1 Fast Attack, 0-1 Heavy Support.

THEN at 2000 points and higher, you get an optional Additional Primary Detachment, this must be the same army as your first one, and grants you an extra 1-2 HQs, 0-3 Elites, 2-6 Troops, 0-3 Fast Attacks, 0-3 Heavy Support and 0-1 Fortifications.

If you take the second primary detachment (so 2 HQ + 4 Troops), it allows you take an extra Allied Detachment, which again, must be the same force as the original allied detachment and grants an extra 1 HQ, 0-1 Elites, 1-2 Troops, 0-1 Fast Attack, 0-1 Heavy Support.

OR, to put it another way, at any points level you can use this chart:
Primary Detachment: 1-2 HQs, 0-3 Elites, 2-6 Troops, 0-3 Fast Attacks, 0-3 Heavy Support and 0-1 Fortifications.

You are right, I don't know why these threads keep coming up.

CSM wins first because of infinite lesser daemons, then BA for maxed DC (That is 30 strong with two thunder hammers and jump packs each), then guard for being guard. Unless a new codex comes out with a more expensive AND larger unit than DC, this list won't change.

@ Wardragon No it would change anything, the army which can fit the most points in would then just take the second most thus it has the top two with the larger in the Primary detachment. The second army would have less points in the primary detachments so it wouldn't matter.

Thats with 4 CCS (2050), 6 Ogryn units (3180). 2 Techpriests (370), 12 platoons (34190), 6 hellhound squadrons (3888), 6 LR squadrons (5630)

Edit: If you were to include allies, add approximately 15,000 on for a BA DC allied group (with sanguinor and VV and Devestators as well). I think it come to about 15,000 or 16000
