Question : Why am I seeing this guy being put in lists everywhere? I understand the Assault 4 haywire can mess up vehicles and he's cheap but is that is? 12" range who likes to get that close to the enemy unless it's a unit of Wraiths? With all the Gauss weapons and Tesla Destructors I just don't see why this is even necessary. I must be missing something the rest of his wargear of trash, right? My neck of the wood is moving away from Mech so maybe that's why I don't see the need? Help me understand, please.

Because the number one seed at adepticon used them in his list and most people haven't a clue how to play the game but they can google search. He is useful but I don't find him to be more useful than destruction or despair.

He's great at toppling tanks with haywire, cheap, 4 shots at str 5 for overwatch, oh, and lightning field is awesome as an assault deterant especially against msu. He also synergizes well with necrons effective range.

Necron Warriors have Rapid Fire Weapons, thus 12'' isn't a range you don't want to be in. Overwatch allows a squad of 10 + 1guys to get about 4 wounds out, not to mention those ID hits by Stormtek's Lightning Field.

12" is Necrons effective range?

I guess I just play different then I try to keep my opponent as close to 24" away as I can.

I said works well with. Your gauss is most effective at 12", so unless you teslaspam, stormteks work well with gauss warriors/immortals. Not to mention 2 stormteks when they shoot a vehicle can reliably wreck any vehicle aside from a flier in 1 volley. Remember, if you wreck a transport, its contents cannot charge that turn. Meaning that 12" isn't bad at all when you can wreck a vehicle and stop a charge.

With new rapid fire rules i play a 24 inch game as well, only going to 12 if my opponent is silly enough to run or fly at me. Then I step up 12 inch rapid, followed by 12 inch overwatch assuming my CC support has not already engaged the doomed enemy.

Also, they play nicely with the Invasion Beams. Being able to pretty much guarantee a dead any tank in the game with a couple stormteks, some warriors in a Night Scythe is pretty intriguing.

Melta is ubiquitous, and no one disputes that it was, and still is, a great weapon, even though it forces you to get within 6" to use it effectively.

This is how you have to think of the Voltaic Staff. HoS is BETTER than a melta-gun at destroying vehicles, and better at anti-infantry. For 25 points? That's a steal. 90 points gets you the equivalent of a suicide melta squad. That's reasonably priced, if you ask me. Even after they get shot with impunity, the HoS can stand up and shoot again next turn.

If you want something like a Krakk missile launcher or lascannon, then the Destructek will do that job. If you want a frag missile launcher, then the Tremortek is what you want. But if you want a vehicle DEAD? A HoS in a NS with some warriors to rapid fire with is the most reliable way to do it.
