I searches quickly on the forum but found nothing answering my questions but since i'm leaving in a short while for tonight's game let me check fast!
#1) Monstrous creatures don't have the +2D6 armor pen anymore right?
#2) MC now have +1 on damage table because it as smash EVEN if it does not use the smash right? (yes/no)
#3) When it use the smash rule it halve it's attack BUT do we round* up or down?
* did not found anything in the rulebook clearly stating about rounding down or up when we need to!

2 Yes because it gives AP2 attacks (see above).
3 Up. Basic Maths. 5/2= 2.5. And since you need to round, 0.5 is rounded to 1, making 3.

Remember you halve your attacks characteristic, but that means the +1A for charging is added AFTER halving. So if you have A4 on your profile, charge, and Smash, you'll get 3.

Like if you need to know what 25% of a 9 man squad is, "Basic Maths" rounds that to 2 (2.25) models, where the game rounds to 3 models

The best part is due to p.5 any bonus attacks are untouched when you halve for smash so warpspeed becomes a great spell for tyrants.

Re-read "Dividing To Conquer" P.5, Left Column, 4th (Last) Sentence.
Okay, read the rule. However in cases where a range is given in a rule such as 25% or more , then I would expcet a straight calculation to apply. When calculting for a hard number such as half a unit, third, 25% or what have you, this makes sense. Of course the rules that I see (moral and regrouping) using precentages are worded in so that it is " AT least 25%" or 25% or more so that the rounding rule works. I would dread a rule that says 25% or less......
