Depends on the talents of the Psyker and their comparative strengths. Biotics do some nifty things, but seem to have a rather hard cap on the extent of what their abilities can do. Psykers, on the other hand, get to have all sorts of head-explody powers.

Psyker. Cause even if he dies of perils of the warp, the demon coming out of his head won't die as easily.

In ME, if you biotic charge then nova an enemy with a shield (not on bronze difficulty  ), chances are they won't die.
Now imagine a SM librarian. Would the biotic charge do anything? I doubt he would get instakilled anyway. And then bam, force weapon to the face.
If its an Eldar psyker, I'm sure he would have enough foresight to stay of out of the vanguards way and mind war him. Or just cast fortune on himself.

Would also depend on the psyker of the 40k universe? Is it a Space Marine Librarian? Chaos Marine Sorcerer? Eldar Farseer?
I think the psyker themselves have a lot of influence over a fight against a biotic from ME.

With regards to the Vanguard charge - don't forget Gate of Infinity and Quickening, two powers that allow psykers to do things very quickly. The precedent is there.
I would have to say it largely depends on the psyker in question. Someone like Mephiston would obviously rip any biotic apart, and someone as talented as Eldrad or Ahriman would be able to completely outclass them as well. But an ordinary Librarian? Or an Ork Weirdboy? It's a bit close to call in my eyes.

Unless the Psyker in question is a Chronomancer, in which case he was already aware that you were going to do your blitz-charge a month ago, and has already prepared for it by placing melta-mines down your exact path of travel.
Or a Telepath, and read your intent as the thought entered your mind, and has already taken steps to take over the biotic's mind, causing him to swallow whatever they call those hand-cannon pistols they carry. Fun with minds.
