Let's say I have a psyker with Scrier's Gaze, and I also have reserves. Do I use scrier's gaze in the turn before reserve rolls (ie turn 1) for it to effect the rolls turn 2, or do I use it at the start of turn 2 for it to effect turn 2?
I can't seem to find my answer. The new rulebook is large after all...

Yes, that's my dilemma. Do I argue that I must cast the power before reserve rolls, or do I argue that It lasts from the first turn until after reserve rolls for the second.

Blessing are cast at the start of the movement phase, so are reserves. When several things happen at the same time the active player chooses the order for them, so in this case you want to cast first, then roll your reserves.

While this is how the power should work, reserves are done at the start of your turn, not the start of the movement phase. :|

Start of the turn is the same thing as start of the movement phase. Same as in previous editions.
Scrier's Gaze is a Blessing, so is cast at the start of the movement phase.
Note that if the psyker himself is in reserve, he cannot cast start-of-movement-phase powers on the same turn that he arrives from Reserve. Page 67.

Now does the power work if cast in the previous phase? Or only for the current turn?

Current turn, as they last a complete game turn - from beginning of one turn to end of the next but one.
